Government Sets New Sugar Stock Limits for Bulk Consumers Amid Price Surge
New Stockholding Regulations for Sugar Consumers
The Indian government has announced new restrictions on sugar stockholding for bulk consumers, limiting their inventory to a maximum of 15 days' worth of consumption. Union Minister for Food and Public Distribution, Pralhad Joshi, stated that businesses utilizing over 10 tonnes of sugar monthly will be subject to this new regulation.
This directive will be implemented starting September 1 and will remain effective until November 30. The Ministry of Food has issued the Sugar (Stockholding Limit of Bulk Consumers) Order, 2026, which applies to various sectors including confectionery, soft drink production, food processing, sweet shops, and other institutional buyers.
Previously, a limit was set for sugar dealers, capping their stock at 4,000 quintals for a duration of 30 days, effective from August 1 through November 30. These measures come in response to a significant increase in sugar prices, with ex-mill rates reaching unprecedented levels due to a decrease in opening stock ahead of the 2026-27 season.
As of August 18, retail sugar prices have surged approximately 13% year-on-year, now standing at ₹52.30 per kilogram, according to official statistics.
