Government Prepares for VB-G RAM G Act Rollout with Key Inter-Ministerial Meeting

In a pivotal meeting held in New Delhi, the government discussed the upcoming Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, set to launch on July 1. Chaired by Rural Development Secretary Rohit Kansal, the consultation involved representatives from 18 ministries, focusing on a unified approach to rural development. The Act emphasizes community participation and aims to address critical issues like water security and livelihoods through a decentralized planning framework. With a preliminary list of 318 permissible projects, the government is gearing up for a comprehensive implementation strategy that promises to enhance rural infrastructure and resilience against climate challenges.
 

High-Level Meeting on Rural Development Act


On Wednesday, the government convened a significant inter-ministerial meeting to discuss the draft convergence framework for the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025, which is set to take effect on July 1.


The session, led by Rural Development Secretary Rohit Kansal at Kartavya Bhavan, included representatives and nodal officers from 18 different ministries and departments.


The primary focus of the meeting was to implement the Act's vision of a comprehensive governmental strategy for rural development, emphasizing decentralized planning led by panchayati raj institutions.


Kansal highlighted that convergence is a fundamental aspect of the Act, aimed at addressing critical issues such as water security, livelihoods, infrastructure, climate resilience, and local economic growth.


The Act proposes a Single Plan - Multi Funding approach, allowing various schemes and programs to align towards shared development goals while maintaining their individual mandates and funding mechanisms, according to the ministry.


Central to the draft framework is the Viksit Gram Panchayat Plan (VGPP), which will be developed with community involvement and ratified by the gram sabha, ensuring that local needs are matched with resources from various central and state initiatives.


The framework outlines four key thematic areas: water security, essential rural infrastructure, rural livelihoods, and special projects aimed at mitigating the impacts of extreme weather events.


The rural development department has released a preliminary list of 318 permissible projects that encompass natural resource management, irrigation, rural connectivity, community infrastructure, and climate resilience.


The convergence framework is anticipated to be implemented starting July 1, coinciding with the launch of the VB-G RAM G Act, and is expected to enhance decentralized planning and the coordinated execution of rural development initiatives.
