Government Issues Urgent Warning to Smartphone Users About Rising USSD Scams

The Indian Cyber Crime Coordination Centre has issued a critical alert regarding a new USSD-based call forwarding scam that is rapidly increasing in prevalence. Fraudsters impersonate delivery agents, tricking users into dialing dangerous codes that redirect calls, including OTPs, to the scammers. This alarming tactic allows them to access victims' bank accounts without the need for malware. The I4C has provided essential safety tips to avoid falling victim to this scam and has urged those who suspect they have been targeted to take immediate action. Significant Alert from the Indian Cyber Crime Coordination Centre

In light of the increasing incidents of cyber fraud in the country, the Indian Cyber Crime Coordination Centre (I4C), operating under the Ministry of Home Affairs, has issued a crucial alert for all smartphone users. This warning, released in January 2026, primarily focuses on the USSD-based call forwarding scam, which is rapidly escalating and enabling fraudsters to empty victims' bank accounts.


Understanding the New Scam

Fraudsters pose as delivery or courier agents and contact individuals, claiming that a small code needs to be dialed to confirm or reschedule a package. In reality, they trick users into dialing dangerous USSD codes (such as 21 followed by their number, or similar codes like 61, 67, etc.).


Once this code is dialed:



  • All incoming calls to your phone (including OTP calls from banks, verification alerts, WhatsApp/Telegram codes, etc.) are redirected to the fraudster's phone.

  • You may not even realize that your phone has gone silent.

  • The fraudster can then execute transactions on your bank account, as the OTP is sent to them.


This scam is particularly dangerous because it does not require the installation of any malware or apps. The fraudsters exploit the mobile's built-in features (call forwarding) instead.


I4C's Recommendations for Safety

Safety Measures



  • Never dial any USSD code provided by an unknown person, especially those starting with 21, 61, 67, etc.

  • Avoid clicking on any SMS/links related to deliveries or couriers. Always verify through official websites or customer service.

  • If you suspect that call forwarding has been activated, immediately dial ##002# to deactivate all forwarding.

  • Take prompt action on any suspicious calls or messages.


What to Do If You Have Already Fallen Victim

If you find yourself caught in this scam, act immediately:



  • Call the National Cyber Crime Helpline at 1930.

  • File a complaint online.

  • Notify your bank to freeze your account or block transactions.


I4C has also recently issued warnings about other scams, such as WhatsApp account renting and investment frauds on matrimonial platforms. However, this call forwarding scam poses a direct threat to all smartphone users.
