Future of Himachal Pradesh's Heritage Campuses: A Call for Preservation

The Legacy of Himachal Pradesh's Central University

In 2009, the Indian government granted Himachal Pradesh the significant opportunity to establish a Central University, initially intended for the Dharamshala area. Due to the unavailability of land for a permanent campus at that time, academic activities began in government-owned buildings. Classes for various programs were held at the Government B.Ed. College in Dharamshala and the Government College in Shahpur. For over fifteen years, these two locations have been instrumental in delivering quality higher education to countless students.


As the development of the permanent campus progresses, it is crucial to evaluate the future of the heritage campuses in Dharamshala and Shahpur. I strongly advocate for these campuses to be transformed into permanent regional branches of the Central University, ensuring that the ongoing academic activities are maintained without interruption.


The significance of these campuses goes beyond education; they have become essential for the local economy. Numerous families rely on the influx of students for income through guest accommodations, small hotels, eateries, stationery shops, and other businesses. Discontinuing academic activities at these campuses would not only impact students but also have a detrimental effect on the local economy.


The State Government must work closely with the Indian Government to preserve the heritage campuses at Dharamshala and Shahpur as regional branches of the Central University. If necessary, transferring these buildings to the Central University should be considered. Similar to how Himachal Pradesh University operates regional campuses throughout the state, the Central University should also establish branches in Dharamshala, Shahpur, Nurpur, Chamba, and other areas of Himachal Pradesh. This approach would enhance higher education and provide improved opportunities for the youth in the state.


From a tourism standpoint, this initiative holds great potential. The State Government has consistently aimed to position Kangra district as the Tourism Capital of Himachal Pradesh. By merging education with tourism, the region can develop into a hub for knowledge, research, and tourism, thus invigorating the local economy.


During my time as MLA, I prioritized the land transfer process for the Central University's permanent campus, ensuring that all necessary formalities were completed. This included land demarcation, survey work, identifying the proposed sixteen polygons, and coordinating with relevant departments. After years of persistent efforts, we successfully secured the required approvals.


Currently, some formalities regarding the transfer of forest land are still pending. Specifically, financial obligations related to tree felling and forest land diversion have caused delays. If the State Government prioritizes this issue by promptly providing the necessary funds and enhancing coordination with the Indian Government, the construction of the permanent campus can advance significantly.


I respectfully urge the State Government to view this matter as more than just the construction of new buildings. It is a historic opportunity to preserve the heritage campuses at Dharamshala and Shahpur by developing them as permanent regional branches of the Central University. This decision would yield long-term benefits for higher education, employment, local businesses, tourism, and balanced regional development. It is not just about maintaining two campuses; it is about securing the future of Himachal Pradesh, fulfilling the aspirations of its youth, and ensuring inclusive and sustainable development across the state.
