Fraudulent Recruitment Scheme Exposed in Assam's Jorhat District

Jorhat, June 14: Authorities in Assam's Jorhat district have uncovered a suspected recruitment scam involving counterfeit Permanent Resident Certificates (PRCs). Reports indicate that numerous individuals from outside the state obtained positions in central security forces using fraudulent domicile and caste certificates.
Officials revealed that candidates falsely claiming residency in Nowsolia village managed to secure jobs in national security agencies that prioritize local Assamese applicants.
Pankaj Borah, the Additional Deputy Commissioner of Jorhat, stated that the alleged fraud was identified during a routine document verification process for newly appointed personnel.
“Recruitment agencies submit certificates for administrative verification. We received documents from various security agencies, including the DIG Group Centre of CRPF and the Directorate General of Assam Rifles in Shillong,” Borah explained.
“Upon verification, we discovered that no records matched those presented, despite claims that the certificates were issued by the Jorhat District Commissioner's Office,” he added.
Further investigation revealed that the e-certificates contained unique identification numbers linked to legitimate income certificates from Jorhat, Majuli, and surrounding districts.
A police report filed by the district administration indicated that a PRC submitted by an individual named Monti was found to be fraudulent after verification through the e-District system.
“The certificate number referenced in the document actually belonged to an annual income certificate issued to another individual in Lakhimpur district,” Borah noted.
Authorities also reported the use of forged seals, signatures, and official documents.
“We received a manual certificate that was supposedly issued by the 'Deputy Commissioner's Judicial Branch', which does not exist in Assam. It was clearly a forgery,” Borah stated.
In light of these findings, the district administration filed a First Information Report (FIR) at Jorhat Sadar Police Station with the Deputy Commissioner's consent. The case has been registered as No. 171/2026 under various sections of the Bharatiya Nyaya Sanhita (BNS).
The complaint further indicated that all suspected counterfeit certificates listed addresses from Nowsolia village under Charaibahi Mouza, suggesting the potential existence of an organized racket involved in producing fake caste and PRC documents.
“We are completely confident that these certificates are fraudulent,” Borah affirmed.
Investigators are now looking into whether this fraud was orchestrated by a few individuals or part of a larger organized network, possibly involving government officials.
“We have notified the recruiting agencies about the counterfeit documents,” the ADC confirmed.
Senior advocate Rintu Goswami characterized the incident as “deeply unfortunate” and suggested a broader conspiracy may be at play.
“Local eligible youths have been denied job opportunities due to these forged certificates. The police must promptly investigate, apprehend those responsible, and enforce strict legal measures. The Assam Government and the Chief Minister should also take action,” he urged.
Meanwhile, Ritul Pathak, a member of Asom Sena, claimed that despite repeated promises to recruit indigenous Assamese youth, outsiders have managed to secure positions intended for local candidates.
“This issue should not end with just an FIR. The government must determine how candidates from Bihar and other states were able to obtain jobs meant for local youths in Jorhat,” Pathak insisted.
Local residents noted that this problem is not new, having emerged multiple times since at least 2017.
“We have identified similar cases several times, including in 2022 and 2024. Individuals who cannot even communicate in Assamese have secured jobs under the Assam quota using seemingly authentic documents,” a resident claimed.
Officials reported that several individuals, including Vinay Kumar, Sonu Sharma, Mukesh, Parmeshwar Gala, and Akram Ali, are under investigation as the case unfolds.
