Internal Strife in Congress Over New District Leadership

The recent selection of Nigam Bhandari as the District Congress Committee (DCC) president for Kinnaur has sparked visible factional disputes within the Himachal Pradesh Congress, prompting intervention from the party's central leadership to mitigate the situation.
This controversy arose while Rajni Patil, the AICC in-charge for Himachal Pradesh, was in Shimla conducting a series of organizational meetings with senior party officials to assess party operations and enhance organizational strength. When questioned by reporters, Patil characterized the disagreements as a typical aspect of internal party dynamics, stating that both Revenue Minister Jagat Singh Negi and the newly appointed district chief Nigam Bhandari would be invited for a direct dialogue to resolve misunderstandings and restore unity.
The conflict intensified after Jagat Singh Negi, the Congress MLA from Kinnaur and a prominent cabinet minister, openly criticized Bhandari’s appointment. In a notably harsh statement, Negi labeled Bhandari a “BJP sleeper cell” and accused him of acting as the BJP’s “B-team.”
Negi asserted that Bhandari had consistently undermined Congress principles and claimed that had the party leadership consulted him prior to the appointment, he would have strongly opposed it. He expressed concern that entrusting the district organization to someone he views as politically adversarial is detrimental to the party's interests.
Amid the escalating tensions, Chief Minister Sukhvinder Singh Sukhu attempted to downplay the discord, emphasizing that there was no personal conflict between Jagat Singh Negi and Nigam Bhandari. Speaking to the press in Shimla, Sukhu noted that Bhandari holds a national-level position within the Congress and assured that any internal issues would be addressed through discussions. He expressed optimism that the situation would be resolved amicably.
Despite the public disagreement, Public Works Minister Vikramaditya Singh congratulated Nigam Bhandari on his new role as Kinnaur DCC president, urging Congress members to uphold unity. He expressed confidence that the matter would be settled through internal dialogue.
Supporting the appointment, Himachal Pradesh Congress Committee President Vinay Kumar dismissed accusations that Bhandari was a “parachute leader.” He emphasized that Bhandari has been a long-standing member of the Congress organization and is not an outsider imposed by the leadership. Vinay Kumar also stated his intention to meet with Jagat Singh Negi personally to resolve the differences and ensure that the situation does not hinder the party's operations.
In response to the allegations, Nigam Bhandari firmly denied any connections to the BJP and challenged Jagat Singh Negi to present evidence to the Congress high command if such claims could be substantiated. He asserted that he has always been dedicated to the Congress and accused his detractors of making unfounded allegations.
This incident has once again exposed the internal divisions within the Congress at a time when the party is striving to solidify its organization in preparation for upcoming political challenges. While senior leaders have sought to minimize the controversy, the events have underscored the difficulties of maintaining unity within the ruling party.
