Significant Operation by Delhi Police's Special Cell

In a significant operation, the Special Cell of the Delhi Police has dismantled a large inter-state terrorist and arms trafficking network allegedly supported by the Pakistani intelligence agency (ISI). Authorities reported on Thursday that four notorious suspects have been apprehended. These individuals were in direct contact with handlers based in Pakistan, including a key figure named Shahzad Bhatti, and were plotting a major terrorist attack and a series of shootings in the national capital.

According to the Delhi Police, the suspects were in touch with operators in Pakistan and utilized foreign phone numbers provided by their handlers to evade capture. A case has been registered under relevant sections of the Indian Penal Code (IPC) and the Arms Act.

Four Suspects Arrested in Inter-State Operation

The arrested individuals have been identified as follows:

Shubdeep Singh alias Vishal (23), resident of Tarn Taran, Punjab

Gurjant Singh alias Rishi (22), resident of Tarn Taran, Punjab

Sajan Singh alias Honey (28), resident of Amritsar, Punjab

Gaganpreet (24), resident of Fatehgarh Sahib, Punjab.

Police recovered two foreign-made pistols (one a Zigana and the other a .30 bore), nine live cartridges, and five mobile phones from the suspects.

Investigation Launched After Intelligence on Terror Attack Plans

The investigation was initiated after the Special Cell received specific intelligence indicating that Bhatti and his associates in Pakistan were planning a terrorist incident in the Delhi-NCR region and had recruited youth from Punjab for this purpose.

Based on technical surveillance and information from sources, several suspects were identified, leading to raids in various locations in Delhi and Punjab, where they were interrogated.

First Breakthrough with Arrest of Shubdeep Singh

The first breakthrough came with the arrest of Shubdeep Singh on Majitha Road in Amritsar, where police seized a semi-automatic pistol, five live cartridges, and two mobile phones. During questioning, he revealed that he was in contact with Pakistan-based handlers from Shahzad Bhatti's network and was receiving weapons and narcotics via drones.

Following his interrogation, police arrested his associates Gurjant Singh and Sajan Singh from Punjab. Investigators reported that they recovered a Zigana pistol, four live cartridges, and two mobile phones from them. Subsequently, on April 24, 2026, Gaganpreet was arrested in Delhi, where police found a mobile phone and several crucial pieces of evidence.

Role of Gaganpreet in the Terror Network

According to the Special Cell, Gaganpreet was tasked by his Pakistani handlers with surveilling religious sites and police stations in Delhi. He was also assigned the responsibility of executing a shooting incident in the city.
