Delhi Police Arrest Two Associates Linked to ISI Agent Shahzad Bhatti

Arrests Made in Targeted Killing Conspiracy

The Delhi Police have apprehended two associates connected to Shahzad Bhatti, an agent of the Pakistan-based ISI. Officials have confirmed the arrests of Rajveer and Vivek Banjara, who were allegedly involved in a criminal plot targeting specific individuals for assassination and shooting incidents in the Delhi-NCR region. Intelligence reports indicated that Bhatti, along with other ISI affiliates and local accomplices, was planning grenade attacks and targeted killings in the area. Consequently, an FIR was filed on March 31 under Section 61(2) of the Indian Penal Code (IPC).


Details of the Arrests

Vivek Banjara was located and arrested on April 16 in Dabra, Gwalior, Madhya Pradesh, and subsequently placed in police custody for five days. Following his interrogation, Rajveer was captured on April 18 in the Sarai Kale Khan area while preparing to shoot at a prominent hotel in Delhi-NCR. Authorities seized a firearm, six live cartridges, and two mobile phones containing incriminating videos and voice notes.


Connections to Shahzad Bhatti

Investigations revealed that Rajveer was recruited via social media by Bhatti's associate, known as 'Rana Bhai.' Rajveer introduced Vivek to Rana Bhai and Bhatti. In March 2026, under Bhatti's orders, Rajveer sent Vivek to Ahmedabad to procure weapons, but this attempt was unsuccessful. According to police statements, Bhatti had provided Vivek with 5,000 rupees for his stay in Ahmedabad.


Further Criminal Activities

On April 9, following Bhatti's instructions, Rajveer and Vivek traveled to Amritsar, where they acquired a pistol, 15-20 live cartridges, and 20,000 rupees. This weapon was intended for an attack on a club in Zirakpur, SAS Nagar, which was a target for Bhatti's extortion activities. An attempt by Rajveer to fire the weapon on April 11 failed due to a malfunction, and Vivek recorded this unsuccessful incident and sent the footage to Bhatti.
