Delhi-NCR Implements GRAP-2 Amid Rising Pollution Levels
Introduction to GRAP-2 Implementation
New Delhi. In response to the escalating air pollution levels in the Delhi-NCR region, the Commission for Air Quality Management (CAQM) has activated the second phase of the Graded Response Action Plan (GRAP-2) effective immediately. As of Monday evening, the Air Quality Index (AQI) for Delhi was recorded at 324, categorizing it as severely polluted.
Current Air Quality Situation
This marks the first instance this season where Delhi's air quality has fallen into the severely polluted category. Meteorological conditions suggest that pollution levels may remain elevated in the coming days.
Changes Under GRAP-2
What Changes Will GRAP-2 Bring?
With the implementation of GRAP-2, several additional measures will be taken to control pollution in Delhi-NCR. Authorities have been instructed to minimize dust from roads and emissions from vehicles.
Key measures include:
- Regular mechanical cleaning of roads and water spraying.
- Increased use of anti-smog guns to reduce dust.
- Strict prohibition on open burning of waste.
- Proper disposal of debris from construction sites.
- Enhanced deployment of traffic police in congested areas.
- Action against polluting vehicles and those lacking valid PUC certificates.
- Strict adherence to regulations concerning older diesel and petrol vehicles.
Restrictions on Businesses
Under GRAP-2, hotels, restaurants, and roadside eateries will be prohibited from using coal and wood in tandoors, and will be required to switch to gas or electric appliances.
Additionally, monitoring of industrial units, brick kilns, and power plants will be intensified to ensure compliance with pollution control regulations.
Instructions have been issued to maintain uninterrupted electricity supply to reduce reliance on diesel generators. There will also be an increase in services for metro, RRTS, and CNG or electric buses.
Air Quality Trends
Delhi's AQI Spike
Delhi has experienced a rapid decline in air quality over the past few days:
- October 30: AQI 60
- October 31: AQI 117
- November 1: AQI 261
- November 2: AQI 324
On Monday, data from 58 out of 59 monitoring stations indicated that 36 of them recorded air quality in the severely polluted category, with Jahangirpuri reaching an AQI of 417.
Forecast and Public Advisory
Limited Relief Expected
Weather expert Navdeep Dahiya noted on social media that due to northwestern winds and slow air movement, pollutants may linger in the atmosphere for an extended period. He indicated that favorable weather conditions are unlikely in the next 7 to 10 days, raising concerns about increased smog in Delhi-NCR and northern plains.
Public Precautions
The CAQM has urged citizens to assist in reducing pollution:
- Opt for public transport instead of private vehicles.
- Carpool whenever possible.
- Ensure regular vehicle maintenance and keep PUC certificates valid.
- Turn off vehicle engines at traffic signals.
- Avoid open burning of waste.
- Limit the use of diesel generators.
- Refrain from using firecrackers.
Complaints regarding violations of pollution regulations can be reported through 311, Green Delhi, and the SAMEER app.
With the activation of GRAP-2, efforts to control pollution in Delhi-NCR have intensified. The upcoming weather conditions and AQI readings will determine the extent of improvement in air quality.
