Historic Initiative for Land Ownership in Delhi's Rural Areas

The Delhi government has initiated a significant and transformative project aimed at resolving long-standing issues related to land identification, ownership, and documentation in rural regions. According to a press release from the Chief Minister's office, a comprehensive survey of rural areas will be conducted, records will be prepared, and verification along with computerization will take place. This extensive process will be implemented within a defined legal and administrative framework, strengthening the land management system and providing residents with legal proof of ownership and financial security.

Details of the Initiative

Chief Minister Rekha Gupta highlighted that this initiative marks a historic step towards ensuring property ownership rights for rural populations and resolving decades-old boundary disputes. To effectively implement the Swamitva scheme, which was launched by Prime Minister Narendra Modi on April 24, 2020, the Delhi government has drafted the Delhi Population Area Survey and Record Management Rules, 2025.

Operational Framework of the Survey

The draft outlines a comprehensive operational framework that includes drone-based aerial surveys, field verification, public objection processes, dispute resolution, and the issuance of property cards. The goal is to ensure that no individual's rights are violated and that land disputes are resolved in a transparent, timely, and fair manner. According to government provisions, the population area survey will be conducted under the direct supervision of the revenue department. Survey teams and technical agencies will utilize modern technologies to jointly survey populated areas, extended populated areas, and other notified regions. Digital data will be collected through drones and aerial photography to accurately record the location, size, and boundaries of each plot. Ground verification will also be mandatory alongside technology-based surveys. Initial maps created through drone surveys will undergo physical verification on-site to ensure that the depicted boundaries accurately reflect the ground reality.
