Delhi's New EV Policy Unveiled
The Delhi government has officially approved the 'Delhi EV Policy 2026' on Monday. Chief Minister Rekha Gupta announced that this policy has received backing from the central government and will be sent to the Lieutenant Governor for final approval before its implementation on July 1, 2026. The policy, which will remain in effect until March 31, 2030, aims to accelerate the transition from old, polluting vehicles to zero-emission vehicles by offering purchase subsidies and scrappage incentives.
Incentives for Transitioning to Electric Vehicles
This initiative is designed to promote zero-emission vehicles (ZEVs) and transform the national capital into a clean and pollution-free transportation hub. The government anticipates that over the next four years, there will be a direct investment exceeding ₹7,000 crores, while the total benefits for citizens, including tax exemptions and EV infrastructure, are expected to surpass ₹15,000 crores.
Scrappage Incentives Detailed
A notable feature of this policy is its scrappage incentive framework. Individuals replacing BS-IV or older two-wheelers with electric vehicles will receive an additional scrappage incentive of ₹10,000. Owners of three-wheelers can benefit from ₹25,000, while N1 commercial truck owners may receive up to ₹50,000. Those replacing BS-IV or older four-wheelers with electric cars will be eligible for a scrappage incentive of ₹1 lakh, in addition to the purchase incentives outlined in the policy.
Tax Exemptions for Electric Vehicles
The government has also announced a 100% exemption from road tax and registration fees for all fully electric vehicles. For four-wheelers, this exemption applies to vehicles with an ex-showroom price of up to ₹30 lakhs. After the cabinet meeting, Rekha Gupta stated that this policy was developed after extensive discussions with stakeholders. She emphasized that every individual purchasing a vehicle in Delhi will benefit from this policy once it is implemented on July 1.
Collaboration for Pollution Control
Rekha Gupta expressed gratitude to Prime Minister Narendra Modi and the central government for their support of this initiative. She highlighted that pollution is a challenge that requires collaborative efforts across the National Capital Region (NCR). Gupta noted, "No other state in the country has provided such support for EV adoption. The Delhi EV Policy 2026 will be a revolutionary policy that makes Delhi environmentally friendly, affordable, and future-ready."
Goals for EV Infrastructure Development
The policy sets ambitious targets, including the establishment of 32,000 public EV charging points and phased regulations for electric commercial vehicles, two-wheelers, and institutional fleets. This strategy aims to reduce vehicle emissions and improve air quality in the capital.
