Delhi Chief Minister Unveils ₹1.03 Lakh Crore Budget for 2026-27
Overview of the Budget Presentation
On Tuesday, Delhi's Chief Minister Rekha Gupta introduced a budget of approximately ₹1,03,700 crores for the fiscal year 2026-27. The budget includes various welfare initiatives such as free health check-ups for newborns, provision of bicycles for 130,000 schoolgirls, and laptops for academically gifted students. Additionally, a new semiconductor policy and an 'Emergency Operations Center' for disaster management were announced.
Presenting the budget for the second time in the Delhi Assembly, Gupta, who also oversees the finance ministry, labeled it a 'green budget,' highlighting that 21% of the total allocation is dedicated to environmental protection initiatives.
Economic Growth and Sector Allocations
Gupta pointed out that Delhi ranks third in per capita income across the country, asserting that the 'triple engine' government is driving rapid progress in the national capital. The education sector has been allocated ₹19,326 crores, which constitutes 18% of the total budget. Other allocations include ₹13,034 crores for health, ₹12,613 crores for transportation, ₹11,572 crores for urban development, ₹10,537 crores for social welfare, and ₹9,000 crores for water supply.
The Chief Minister also announced several initiatives for women, stating that the ruling Bharatiya Janata Party's 'Women’s Prosperity Scheme' promised before elections will soon be implemented, with a budget provision of ₹5,110 crores. Eligible women will receive ₹2,500 monthly.
Infrastructure and Emergency Services
In response to the suspension of four legislators, members of the Aam Aadmi Party (AAP) boycotted the budget presentation, which was criticized by Assembly Speaker Vijender Gupta. The Chief Minister announced an allocation of ₹1,352 crores for developing dust-free roads, which will involve 'end-to-end recarpeting' of 750 kilometers of roads.
To address any emergencies, the government will establish an 'Emergency Operations Center.' The budget estimates ₹74,000 crores in tax revenue, with ₹11,666 crores earmarked for the Delhi Municipal Corporation (MCD).
Support for Students and Health Initiatives
Highlighting the challenges faced by school-going girls, the Chief Minister announced a budget of ₹90 crores to provide bicycles to 130,000 ninth-grade students in Delhi government schools. She also mentioned the inclusion of the transgender community in the Ayushman Bharat health scheme, with a provision of ₹202 crores.
Gupta emphasized that the government views health services as 'treatment' rather than 'charity,' allocating ₹12,645 crores for various health projects and initiatives. The government plans to open 750 new Ayushman Aarogya Mandirs, with a budget of ₹1,500 crores, and will launch the 'ANMOL' scheme to provide 56 free health check-ups for newborns.
Future Plans and Infrastructure Development
The budget allocates a total of ₹19,148 crores for the education sector, which includes ₹475 crores for the construction and expansion of school buildings. The Chief Minister announced plans to establish a military school and will request the central government to set up ten Kendriya Vidyalayas in the national capital.
She also revealed that by 2029, the entire public bus service in Delhi will transition to electric buses, with ₹8,374 crores allocated for the transportation sector. The government will introduce a semiconductor policy and develop necessary infrastructure for this industry.
Commitment to Safety and Infrastructure
Gupta stated, 'Our goal is to ensure safe roads, climate corridors, and improved connectivity.' The electricity department has been allocated ₹3,942 crores, with an additional ₹200 crores set aside for undergrounding overhead power lines. She announced ₹300 crores for the development of the Yamuna Par area and ₹787 crores for the Delhi Village Development Board.
In her budget speech, the Chief Minister mentioned plans to create an integrated secretariat and residential complex for city employees. Addressing the Palam fire incident, she noted that narrow lanes and unauthorized colonies hinder firefighting efforts, leading to an allocation of ₹674 crores to strengthen firefighting infrastructure. To tackle water-related issues, the Delhi Jal Board will receive ₹9,000 crores, along with ₹475 crores for the Chandrawal water treatment plant to alleviate the need for residents to queue for tanker water.
