Delhi Chief Minister Unveils Rs 1.03 Lakh Crore Green Budget for 2026-27

Delhi Chief Minister Rekha Gupta has announced a comprehensive budget of Rs 1.03 lakh crore for the fiscal year 2026-27, emphasizing a significant infrastructure overhaul and environmental initiatives. Dubbed a 'Green Budget', it allocates 21% of funds for environmental projects. Key highlights include a Rs 160 crore proposal for drainage improvements, extensive road construction plans, and initiatives aimed at enhancing housing for the elderly. The budget also introduces various programs to empower women, including free bus travel and the establishment of women's markets. This ambitious budget aims to address long-standing issues while promoting sustainable development in the capital.
 

Major Budget Announcement


New Delhi, March 24: On Tuesday, Delhi's Chief Minister Rekha Gupta introduced a substantial budget of Rs 1.03 lakh crore for the fiscal year 2026-27, emphasizing significant infrastructure improvements and reforms, alongside ambitious plans to address the city's long-standing drainage challenges.


Focus on Environmental Initiatives

Labeling it a “Green Budget,” the Chief Minister highlighted that 21% of the total budget is allocated for projects aimed at enhancing environmental protections.


She criticized previous administrations for fostering a culture of 'freebies' and populist measures that have hindered economic growth in the capital.


Infrastructure Overhaul

The budget includes a groundbreaking proposal of Rs 160 crore dedicated to upgrading the drainage system in Delhi, marking a significant initiative.


Additionally, the government plans to construct roads in areas that do not conform to existing regulations, with a budget of Rs 1,000 crore specifically for road development.


Plans include extending the Modi Mill Flyover to Kalkaji at an estimated cost of Rs 371 crore and allocating Rs 454 crore for two-lane roads alongside the Najafgarh drain.


Other notable projects involve building an underpass at Gagan Cinema for Rs 100 crore, an integrated flyover from Yamuna Vihar to Bhajanpura, and a flyover from Lal Bahadur Shastri Marg to MG Road, collectively costing Rs 2,000 crore.


“These projects will significantly reduce traffic congestion in these regions,” she asserted.


Housing and Elderly Welfare Initiatives

The budget places a strong emphasis on enhancing housing infrastructure and improving facilities for senior citizens.


The 'Vayu Anand Yojana', aimed at supporting elderly citizens, will be launched with a budget of Rs 125 crore.


Moreover, Rs 134 crore has been allocated for the development of slum areas and the establishment of 'Atal Canteens'.


CM Gupta reiterated the government's commitment to 'housing for all', noting that renovations for around 2,400 flats are already in progress.


Empowering Women

Further, the Chief Minister announced various initiatives to enhance infrastructure for women and transform Aanganwadi centers into model childcare facilities.


“The Department of Women and Child Development has been allocated Rs 74.06 crore, with Rs 51.10 crore designated for the 'Mahila Samriddhi Yojana',” she stated.


Addressing concerns about Aanganwadis in poor conditions, she emphasized the government's commitment to upgrading these centers.


“We have set aside Rs 33 crore specifically for Aanganwadis and childcare centers,” she added.


'Pink Cards' will be issued to allow free bus travel for women, extending this benefit to the transgender community on Delhi's DTC buses.


Additionally, Rs 10 crore has been allocated for establishing 'Mahila Haats' (Women's Markets), named 'Rani Haats' to empower women and promote self-reliance,” she concluded while presenting the Rs 1.03 lakh crore budget.
