Cuttack's Durga Puja: High Court Enforces New Safety Regulations
Strict Guidelines for Durga Puja in Cuttack
In a recent ruling, the High Court of Orissa has laid down stringent guidelines for the upcoming Durga Puja festivities in Cuttack. The court has mandated that the Deputy Commissioner of Police enforce a strict zero-tolerance approach towards any forced collection of donations for the puja.
Additionally, the court has placed limitations on the height of decorative gates and has prohibited the use of electric gates, emphasizing the importance of public safety. Puja committees are allowed to construct gates only if they adhere to specified safety standards. While DJs can perform, they must keep sound levels below 65 decibels, as directed by the bench comprising Justice Sangam Kumar Sahoo and Justice V Narasingh.
The District Collector has been tasked with reviewing the designs of gates proposed by puja committees before granting any approvals and is to establish a single-window system for all permissions related to gate construction and safety measures. The use of laser lights has also been banned.
Addressing concerns about noise pollution, the court has instructed the collector to ensure compliance with noise limits. It has also expressed dissatisfaction with traffic issues during festivals and has directed WATCO to provide safe drinking water. Furthermore, the Cuttack Municipal Corporation has been asked to oversee the sale of adulterated food.
These directives are to be communicated during the preparatory meetings of the puja committees.
