During the meeting, while Director Daulatram Atal was presenting, SP Bugalia repeatedly interrupted him. The complainant claims that Bugalia made derogatory comments in front of the assembly, stating, 'You became a director because of reservation' and 'You were promoted based on caste, what presentation will you give?'
V.K. Singh intervened to mediate between the two officials, and as tensions escalated, Bugalia was asked to leave the meeting. Atal, feeling humiliated, filed a complaint, leading to the registration of an FIR under the relevant sections of the SC/ST Act.
