Congress President Mallikarjun Kharge Advocates for Caste Census and Educational Equity

In a recent address, Congress President Mallikarjun Kharge outlined a strategic push for a caste census, emphasizing the importance of educational equity for marginalized communities. He urged party spokespersons to advocate for the implementation of constitutional provisions that ensure reservations for OBC, Dalit, and Adivasi students in private institutions. Kharge also called for a review of the existing reservation cap, highlighting the need for policies that reflect current social realities. The Congress leader pointed to Telangana's caste census model as a potential framework for the central government to adopt, showcasing a commitment to transparency and public involvement in the process.
 

Push for Caste Census and Educational Reforms


New Delhi: In a significant move towards advocating for a caste census, Congress leader Mallikarjun Kharge addressed the party's 140 spokespersons, outlining a strategy to emphasize the party's dedication to social justice.


Kharge urged the spokespersons to be the voice of the party, stating, "As the nation becomes increasingly aware of the caste census, it is our duty to present this issue to the public with factual information, sensitivity, and courage."


He emphasized that as discussions around social justice gain momentum, Congress must guide this dialogue, transforming the slogan 'jitni abadi, utna haq' (proportional representation based on population) into a national commitment.


In a video message, Kharge elaborated on the party's future approach regarding the caste census.


"We must insist on the immediate implementation of Article 15(5) of the Constitution to ensure reservations for OBC, Dalit, and Adivasi students in private educational institutions," he stated.


Highlighting the concentration of educational facilities in the private sector, he noted that denying access to these communities constitutes exploitation, asserting that equal opportunity in education is essential for a just society.


Kharge also called for a reassessment of the current 50 per cent cap on reservations.


"Given the evolving social landscape and new data, we need to reconsider the 50 per cent reservation limit. Our policies should reflect both data and justice to ensure OBC, Dalit, and Adivasi communities receive their rightful share," he remarked.


He pointed to the caste census model developed by the Congress-led government in Telangana as a successful example.


"The caste survey in Telangana involved participation from society, experts, and the government. We urge the central government to adopt a similar transparent and public-focused model, and we are willing to assist in this initiative," he concluded.
