Intelligence sources indicate that Pakistan's ISI and military have reactivated approximately 70 terrorist launch pads near the Line of Control (LoC) and the international border. Around 800 terrorists are reportedly being prepared for infiltration, raising concerns about escalating tensions along the border. Additionally, a statement from Pakistani Senator Mushahid Hussain has intensified the situation, claiming that militants from Hamas are receiving training at military institutions in Pakistan. He specifically mentioned an encounter with Hamas cadets at the Pakistan Navy War College.

According to intelligence agencies, terrorist organizations in Pakistan have devised a new strategy for infiltrating India. This plan involves sending terrorists in small groups to various locations in Jammu and Kashmir simultaneously. Each group may consist of 10 to 15 trained and armed militants. The objective of this strategy is to increase activities in multiple areas, thereby pressuring Indian security forces and challenging their response capabilities. Notably, this is the first time Pakistan has publicly acknowledged training terrorists linked to Hamas.

New Infiltration Schemes by Lashkar and Jaish
The report highlights the involvement of Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM), which have consistently received support from the ISI for operations targeting Jammu and Kashmir. This is corroborated by a March 2026 report from a U.S. Congressional Research Service, which identifies Pakistan as a persistent hub for terrorist groups targeting India. This data follows India’s ‘Operation Sindoor’ in May 2025, which was a response to the Pulwama attack on April 22, 2025, resulting in strikes on nine terrorist bases in Pakistan and PoK. After the operation, Pakistan initially dispersed or relocated its bases, including some launch pads to interior areas like Khyber Pakhtunkhwa. However, by late 2025 and early 2026, efforts to reactivate these bases began, initially with small groups and now on a larger scale.

Significant Findings in Intelligence Reports
Another critical pattern has emerged from intelligence reports, indicating that the ISI and military of Pakistan are planning coordinated infiltration attempts from the reactivated 70 launch pads near PoK and the international border. They anticipate that sending a large number of terrorists simultaneously will increase the chances of some successfully infiltrating.

Pakistani Terrorist Organizations Planning Coordinated Infiltration
Rather than relying on sporadic attempts that Indian security forces often thwart, the new plan involves coordinated infiltration from multiple points along the LoC and IB. Groups of 10-15 terrorists will be dispatched together to increase pressure on Indian security forces, compelling them to spread their resources thin. The strategy aims to ensure that at least some terrorists manage to cross the border. The focus has shifted from relying on weakened local networks to utilizing well-trained foreign terrorists, particularly from LeT and JeM.

Sources suggest that Pakistan aims to capitalize on the global turmoil stemming from conflicts in the Middle East. Following the setbacks of ‘Operation Sindoor’, there is immense pressure on the ISI from terrorist organizations to execute significant actions in Jammu and Kashmir. This pressure has resulted in a notable increase in the number of terrorists. Numerous infiltration attempts have been thwarted in recent months, with several foiled in Uri, Nowshera, and Rajouri in March alone, and a similar attempt in Sundarbani in February.

Over 800 Terrorists Active
Sources further revealed that after the destruction of forward launch pads during ‘Operation Sindoor’, Pakistan adopted a strategy of relocating them to safer interior areas. Initially, this led to a dispersal of terrorists, reducing infiltration pressure temporarily. However, by late 2025, efforts to reactivate and rebuild these bases commenced, resulting in an estimated 800 or more terrorists now stationed across 70-72 active launch pads.

An intriguing statement from Pakistani Senator Mushahid Hussain has raised several questions regarding Pakistan's military and political ties. In a recent interview, he disclosed that Palestinian cadets are being trained at Pakistan's military institutions. He recounted a recent visit to the Pakistan Navy War College, where he met two Palestinian cadets. He emphasized that this is not a new occurrence, as such Palestinian officials frequently receive training at various military institutions in Pakistan. According to him, this cooperation has been ongoing for a long time. The senator also acknowledged the recent acceptance of individuals linked to Hamas and provided support to students from Gaza who have been displaced or orphaned due to conflict.
