Bodoland Territorial Council Unveils Budget for 2026-27 with Focus on Development

The Bodoland Territorial Council (BTC) has unveiled its budget for the fiscal year 2026-27, amounting to Rs. 1,58,831.32 lakh. Key allocations focus on infrastructure development, education, and welfare initiatives. The budget emphasizes a people-centric approach, with significant funds earmarked for various sectors. Additionally, the Bodofa Super-50 Mission will be expanded and renamed to enhance coaching opportunities for UPSC and APSC aspirants. Executive Member Narzary has also clarified that there will be no school amalgamation in the BTC area, asserting the council's authority to set its own educational policies. This budget aims to foster balanced development across the region.

Kokrajhar, July 29: Hagrama Mohilary, the Chief of the Bodoland Territorial Council (BTC) and Finance Minister, introduced a budget amounting to Rs. 1,58,831.32 lakh for the fiscal year 2026-27 on Wednesday, marking the commencement of a two-day budget session of the BTC Legislative Council.

Key allocations in the budget include Rs. 90,000.00 lakh designated for the Consolidated SOPD Grant to BTC, Rs. 20,000.00 lakh earmarked for Infrastructure Development aimed at creating capital assets and executing the Bodoland Accord (IBA), and another Rs. 20,000.00 lakh allocated as Special Assistance for Centrally Sponsored Schemes.

Additional significant allocations comprise Rs. 9,757.25 lakh for Infrastructure Grants, Rs. 2,530.22 lakh for Administrative Grants, Rs. 2,794.44 lakh as Special Grants to BTC, Rs. 1,000.00 lakh for ex-gratia payments to martyrs, and Rs. 1,000.00 lakh for the construction of a BTC Guest House in Chennai.

The allocated SOPD-G funds have been distributed among the respective BTC departments as outlined in the Annual Operating Plan (AOP) for 2026-27.

Hagrama also shared the projected receipts and expenditures of the Normal Budget (Council's Own Revenue Sources) for 2026-27, estimating receipts at Rs. 9,131.42 lakh against expenditures of Rs. 16,285.94 lakh, leading to a deficit of Rs. 7,154.47 lakh.

Speaking on behalf of the BTC Chief, Executive Member Derhasat Basumatary characterized the budget as focused on the people, development, and welfare, emphasizing its commitment to enhancing the education sector while promoting balanced growth across all BTC sectors.

Expansion of Bodofa Super-50 Mission

Bodofa Super-50 Mission to be renamed, expanded

During the Question Hour, in response to a query from MCLA Daobaisa Boro regarding the continuation of the Bodofa Super-50 Mission, Executive Member for Education Rabiram Narzary announced that the program will be rebranded as the UN Brahma Free UPSC, APSC, NEET & JEE Coaching Programme, with plans to significantly increase the number of beneficiaries beyond 50.

Narzary noted that the previous BPF-led BTC Government had initiated financial support for UPSC and APSC candidates, as well as for students gaining admission to IITs, IIMs, and other engineering and medical institutions, alleging that the former government merely altered the program's name.

He informed the assembly that discussions have already taken place with esteemed coaching centers in New Delhi and Guwahati to offer free UPSC and APSC coaching, and arrangements are underway to provide complimentary NEET and JEE coaching in Kokrajhar.

Clarification on School Amalgamation

No school amalgamation in BTC area: Narzary

Regarding the topic of school amalgamation and mergers, Executive Member Narzary clarified that the BTC possesses the constitutional authority to establish its own educational policies and is not obligated to follow the State Government's directives on school amalgamation and mergers.

He firmly stated that no amalgamation or merger of schools will occur in the BTC region under the State Government's policy.
