BJP Alleges Financial Neglect of Autonomous District Councils in Mizoram

Aizawl, May 6: The BJP faction within the Chakma Autonomous District Council (CADC) has accused the Mizoram Government of neglecting the Autonomous District Councils (ADCs), leading to a financial crisis due to unpaid salaries and quarterly allocations.


In a statement released on Tuesday, the CADC BJP criticized the government for not disbursing the salary deficit for the fiscal year 2025-2026, along with the first-quarter allocation for 2026-2027.


The party labeled the delay as 'unjustified' and indicative of a biased attitude towards the ADCs.


The BJP claims that a total of Rs 6,377.79 lakh, representing five months of unpaid salaries for CADC employees, remains outstanding, significantly hindering administrative operations and the livelihoods of staff.


In previous years, such deficits were typically addressed alongside the first-quarter allocations, ensuring smooth governance, they noted.


The party characterized the current situation as 'step-motherly treatment' towards the three ADCs—CADC, Lai Autonomous District Council (LADC), and Mara Autonomous District Council (MADC)—which operate under the Sixth Schedule of the Constitution.


They argued that withholding necessary financial support undermines decentralization and self-governance, negatively affecting the residents of ADC regions.


On Tuesday, BJP district leaders submitted a representation to the Mizoram Governor via the Sub-Divisional Officer (Civil) in Chawngte, advocating for the immediate release of the pending funds as a one-time financial aid from the current state budget.


The CADC BJP unit dismissed claims that the financial crisis is due to excessive recruitment, attributing the issue instead to structural problems such as inadequate fund allocation, non-implementation of State Finance Commission recommendations, and the failure to incorporate revised salary estimates in future budgets.
