Bihar's Development Journey

Over the past two decades, Bihar has made significant strides in various social and economic indicators, showcasing a positive development model to the nation. The state's achievements in human development, poverty alleviation, health, nutrition, education, and basic services indicate that Bihar is rapidly advancing towards sustainable and inclusive growth. According to the Human Development Index (HDI), Bihar's score rose from 0.485 in 2006 to 0.614 in 2023, marking an impressive increase of nearly 27%, surpassing the national average growth of 23%.


Poverty Alleviation Achievements

In the realm of poverty reduction, Bihar has achieved a historic milestone, performing exceptionally well nationwide. The Multidimensional Poverty Index (MPI) from the NITI Aayog shows that between 2015-16 and 2019-21, Bihar's multidimensional poverty rate decreased from 51.89% to 33.76%, a reduction of 18.13 percentage points—the highest among all states. In contrast, the national average saw a decline of only 9.89 percentage points during the same period. This success is attributed to the state government's continuous investments in education, health, nutrition, housing, sanitation, and basic services.


Economic Growth and Income Increase

The state has recorded an annual compound growth rate of around 13%, exceeding the national average. Continuous growth in development expenditure has ensured better outcomes in the social sector, with per capita development expenditure increasing from ₹1,463 in 2005-06 to ₹13,279 in 2024-25. During this period, spending on health and education has surged by 14.8 times and 13.2 times, respectively.


Health and Nutrition Improvements

Bihar has also made significant achievements in health and nutrition. The percentage of institutional deliveries rose from 19.9% in 2005-06 to 81.1% in 2023-24, indicating more than a fourfold increase. Life expectancy at birth has improved from 64.2 years to 69.5 years. Notably, Bihar's performance in nutrition indicators has been exceptional, with stunting among children decreasing by 20 percentage points, underweight by 20.2 percentage points, and wasting by 8.1 percentage points, all surpassing national improvements.


Employment and Sustainable Development Goals

According to the Periodic Labour Force Survey (PLFS) 2024, the unemployment rate in Bihar stands at 3%, lower than the national average of 3.2%. Bihar has also made notable progress towards achieving Sustainable Development Goals (SDGs). In 2023-24, the state ranked third in the country for clean water and sanitation (SDG-6) with a score of 98. Additionally, the score for good health and well-being (SDG-3) improved from 44 in 2018-19 to 67 in 2023-24, allowing Bihar to transition from the 'Aspirant' category to the 'Front Runner' category. The overall SDG score for the state has increased from 48 to 57, placing Bihar in the 'Performer' category.
