Bihar's Film Industry Gains Momentum with New Policies and Local Talent Support

Meeting Between Minister and Actor Highlights Film Opportunities
Patna. Today, Dr. Pramod Kumar, the esteemed Minister of the Department of Art and Culture, welcomed actor Kumar Kanhaiya Singh at his residence in Patna for a courtesy meeting. They discussed various topics, including the potential for film production in Bihar, the promotion of art and culture, and encouraging local talent.
During the meeting, Minister Dr. Pramod Kumar extended his best wishes to actor Kumar Kanhaiya Singh for his recently completed Hindi film, 'Sarkari Medium', shot in Motihari. He reiterated the government's commitment to developing the film industry in the state.
Dr. Pramod Kumar mentioned that under the Bihar Film Promotion Policy 2024, filmmakers shooting in Bihar can receive subsidies of up to ₹4 crores. Additionally, if local artists are employed in the film, they receive an extra 50% grant on the amount paid to them, ensuring that local talent has opportunities within the state.
The minister explained that the film policy was crafted after studying the policies of various states, focusing on the convenience of filmmakers. Feedback from filmmakers and artists involved in shooting in Bihar is being collected to create a seamless experience for them. So far, over 50 films have been granted shooting permissions in Bihar, with most of them completed without any issues for the filmmakers. He emphasized that filmmakers no longer need to apply to multiple departments for shooting permissions; they can obtain them online through the film corporation.
To further assist filmmakers, a database of local artists and vendors is being developed. Any artist or vendor from Bihar can register on the Bihar State Film Development and Finance Corporation's website https://film.bihar.gov.in.
Actor Kumar Kanhaiya Singh expressed gratitude to the state government for implementing the film policy, stating that this initiative has accelerated the growth of the film industry in Bihar. He noted that showcasing Bihar's stories in Hindi and other Indian languages through films will help promote the state's tourist attractions on a national level. He appreciated the support received from the film corporation and local administration during the shooting of 'Sarkari Medium'.
Mr. Kumar Kanhaiya Singh mentioned that he is in contact with several major production houses and plans to start shooting his next film in Bihar soon. He also highlighted the need for organizing film award shows in Bihar to strengthen filmmakers' trust in the film policy. As a proud Bihari, he expressed his commitment to contributing to the development of his home state and requested the minister to arrange video conferencing with Bihar's filmmakers and artists working in Mumbai.
The Hindi film 'Sarkari Medium' was shot from April 17 to May 1 at various locations in East Champaran, including Mahatma Gandhi Central University, Chandrahia, and BD World School. The film features Kumar Kanhaiya Singh, Dr. Tisya Shri, Prince Gupta, Ayush Pandey, Kamal Ghimire, Ravikant, Gautam Gulal, Sukanya Pandit, among others. The writer-director, Raj Sagar, hails from Motihari, Bihar, and has been active in the Mumbai film industry for the past decade.
