Bihar's Agriculture Minister Reviews Progress of Water Conservation Initiatives
Review of Water Conservation Development Component
Today, Bihar's esteemed Agriculture Minister Vijay Kumar Sinha, along with the Principal Secretary of the Agriculture Department, conducted a comprehensive review of the Water Conservation Development Component under the Prime Minister's Agricultural Irrigation Scheme (WDC-PMKSY 2.0). The meeting focused on the effective implementation of the scheme, timely utilization of available funds, and providing necessary guidelines to maximize benefits for farmers.
During the meeting, the Agriculture Minister instructed officials to develop action plans tailored to the needs of farmers and local conditions. He emphasized the importance of ensuring that irrigation and water conservation schemes reach farmers promptly. Additionally, he urged coordination with other departments, particularly the Minor Water Resources and Rural Development Departments, to expedite the approval of farmer-centric projects.
Significance of Agriculture in National Development
The Minister highlighted the crucial role of the agriculture sector in realizing the vision of a developed India. Providing better irrigation facilities and enhancing agricultural production and productivity through water conservation development are among the government's top priorities. He issued clear directives to ensure that all seed distribution activities are completed on time, preventing any difficulties for farmers during the sowing season.
The meeting also included updates from the Director of Land Conservation and the Chief Executive Officer of the Bihar Water Conservation Development Committee regarding the progress of the scheme. It was noted that the WDC-PMKSY 2.0 has been approved for the financial years 2021-22 to 2025-26, with an extension granted by the Government of India until September 2026. Furthermore, an allocation of ₹19.85 crores has been made for the financial year 2026-27.
Funding and Implementation Challenges
Officials informed that the annual action plan for the financial year 2026-27 requires approval from the State Level Sanctioning Committee (SLSC) for the utilization of the allocated funds. A meeting chaired by the Development Commissioner was held on May 7, 2026, but the approval decision is still pending. Only after receiving this approval can various activities under the scheme be executed and funds disbursed.
The meeting underscored the urgency of utilizing the funds provided by the Government of India to avoid any negative impact on the scheme's financial progress at the national level. In response, the Agriculture Minister and Principal Secretary directed the relevant officials to expedite necessary actions and ensure all efforts are made to secure the required approvals.
Future Plans and Commitment to Farmers
The Agriculture Minister stated that the Water Conservation Development Scheme is a vital initiative of the Agriculture Department, playing a significant role in water and land conservation, rainwater harvesting, resource development, livelihood enhancement, and capacity building to increase farmers' income. He noted that the scheme promotes not only an increase in agricultural production and productivity in water conservation areas but also the preservation of natural resources.
During the review, officials reported that there are currently 72 agricultural engineers, 38 assistant directors, and 46 block land conservation officers working in the state to ensure effective implementation of the scheme. These officials are responsible for constructing land and water conservation structures, strengthening production systems, and providing technical assistance to farmers. At the conclusion of the meeting, the Agriculture Minister prioritized the approval and future implementation preparations for WDC-PMKSY 3.0, reaffirming the government's commitment to the welfare of farmers and the poor.
