Bihar Government Launches HRMS for Enhanced Digital Governance
Introduction of HRMS in Bihar
The Bihar State Government has initiated the phased implementation of the Human Resource Management System (HRMS) for its regular employees, starting from August 2022.
Scope of the HRMS Project
This HRMS initiative encompasses all departments within the Secretariat, as well as regional offices, divisions, and districts. It aims to manage and update the service structure, conditions, and various benefits for employees, including salary, pay levels, pension, leave, and provident fund, through a fully online and paperless system.
Employee Access and Benefits
Employees will receive immediate access to their information and actions via email or SMS, thanks to unique identification. This system will allow government staff to digitally view their complete service records, promoting quicker and more transparent decision-making, which is expected to decrease service-related complaints.
Phased Implementation Details
The first phase saw the rollout of the Pay Roll Module on August 27, 2022, facilitating salary payments for 627,000 employees. The second phase introduced ten additional modules, including Leave Management, Service Verification, and Employee Self Service.
Training and User Manuals
To ensure effective utilization of these modules, ongoing training sessions are being conducted, and user manuals are being created in straightforward language. Recently, Dr. B. Rajender, the Additional Chief Secretary and Mission Director, launched user manuals for four HRMS modules, which will be distributed to all relevant departments. A PDF version of these manuals is accessible on the HRMS portal.
