Assam Unveils Ambitious Rs 50,000-Crore Vision 2047 Investment Plan

Guwahati, Aug 30: Assam is set to launch its ambitious Rs 50,000-crore 'Vision 2047' capital investment initiative starting in the 2027-28 fiscal year, with a timeline of seven years for project completion, as announced by Chief Minister Himanta Biswa Sarma on Sunday.

During a post-cabinet briefing at Lok Sewa Bhawan, Sarma revealed that the Assam Cabinet has sanctioned this substantial investment package aimed at enhancing various capital-intensive projects throughout the state. The funding will primarily come from the state's own resources, supplemented by support from NABARD and various Central government schemes.

The projects under this initiative are expected to commence in 2027-28 and will span a period of seven years for completion.

This investment plan will prioritize the enhancement of essential social and physical infrastructure, including primary healthcare facilities, educational institutions, anganwadi centres, housing for tea garden workers, as well as improvements to roads and power networks.

Additionally, the package will facilitate the establishment of women's markets and hostels, bolster industrial estates, and construct anti-flood embankments across various regions of the state.

Initially introduced by Sarma during his Independence Day speech on August 15, the investment package will be financed through a mix of NABARD loans, state resources, and anticipated assistance from Central government schemes.

“In the next seven years, we plan to secure Rs 30,000 crore from NABARD, while the state government will contribute Rs 20,000 crore from its increased revenue collection, culminating in a total of Rs 50,000 crore for Assam's development,” he stated.

Among the proposed projects, the government aims to establish two women-led markets in each Assembly constituency, develop roads under the Asom Mala scheme, and construct a stadium in every district along with an auditorium in each constituency.

Furthermore, nearly 1,000 schools are set to receive Rs 7 crore each for infrastructure upgrades, and the establishment of 6,000 new anganwadi centres is also planned under this package.

The government intends to allocate Rs 1.5 lakh to each eligible tea garden worker family for building a cemented pucca house.

Chief Minister Sarma mentioned that the Cabinet has deliberated on the implementation modalities for this package and has established a funding framework to ensure the timely execution of the projects over the designated seven-year period.

Other Significant Decisions from the Assam Cabinet Meeting:

• Solar Project: The Cabinet has approved a 30 MW solar power initiative with a 25 MW battery energy storage capacity in Goalpara, with approximately 500 bighas of land allocated for this project.

• Industrial Estates: The Cabinet has designated 1,174 bighas of land across various locations for the creation of industrial estates, which will be transferred to the Assam Industrial Development Corporation (AIDC).

• Milk Processing Centre: About 27 bighas of land in the Dhemaji Revenue Circle have been allocated to the Veterinary Department for establishing a milk processing facility.

• Gauhati University Infrastructure: The Cabinet has approved Rs 109 crore for the first phase of infrastructure development at Gauhati University, which includes academic buildings, hostel facilities, staff quarters, and the modernization of the Birinchi Kumar Barua Auditorium.

• Additional Funding for GU: The government may allocate an additional Rs 140 crore for further infrastructure development at Gauhati University, contingent on the successful implementation of the initial phase projects.

• Petroleum Business Regulations: As part of its business-friendly reforms, the Cabinet has eliminated the requirement for a separate state government trade license for petroleum-related businesses, including petrol depots and LPG facilities.

• Railway Overbridge: The Cabinet has sanctioned Rs 155 crore for constructing a road overbridge near the railway station between Kheroni Chariali and NH-27, aimed at alleviating traffic congestion in Lanka.

• Vehicle Scrapping: The Cabinet has granted industrial status to the vehicle-scrapping sector to facilitate the disposal of old government vehicles, a decision that currently applies only to government-owned vehicles.
