Assam Sets 2027 Deadline for Paperless Government Offices

The Assam government has announced a significant initiative to transition all state offices to a paperless system by January 1, 2027. This move is part of a broader digital governance strategy aimed at enhancing efficiency and transparency in public services. Under the leadership of Chief Minister Himanta Biswa Sarma, the e-Office platform will replace traditional paper-based processes, allowing for electronic document management and tracking. The initiative, which has already been implemented in the State Secretariat, will expand to various government departments and district offices. Guwahati, Sept 24: The Assam government has announced a significant initiative to transition all state government offices to a paperless system by January 1, 2027. This move is part of the state's ongoing digital governance strategy, as confirmed by officials.

The Chief Minister’s Office revealed this development on Wednesday, highlighting it as a pivotal step towards enhancing administrative efficiency and transparency in public services. In a post on X, the CMO stated, “Save the Date: 1 January 2027. A new chapter in Assam’s digital governance.”

Under the guidance of Chief Minister Himanta Biswa Sarma, the initiative aims to implement the e-Office system across all government offices, focusing on making services more citizen-centric and efficient.

Assam has already integrated the e-Office platform, developed by the National Informatics Centre (NIC), within the State Secretariat, where all 58 departments are currently utilizing this system.

Furthermore, the implementation is being expanded to select directorates and District Commissioners’ offices.

The e-Office platform modernizes traditional paper-based processes by introducing digital workflows. This allows government offices to electronically receive and log documents, manage files digitally, draft notes online, and digitally sign and archive records.

This system also provides officials with the ability to monitor the movement and status of files, thereby creating an electronic record of administrative actions and decisions.

According to NIC, the platform aims to enhance government operations by making them more responsive, accountable, and transparent, while also minimizing reliance on physical documents. Assam has been progressively working towards the broader adoption of the e-Office system over the past few years.

The state initiated its implementation at the district level and established a dedicated steering mechanism in 2021. In 2026, the government introduced e-Office District to further promote digital file management and streamline administrative processes at the district level.

The January 1, 2027 deadline signifies the expansion of an existing digital framework across government offices statewide, rather than the initial introduction of the e-Office system in Assam. The successful rollout will depend on the infrastructure, digital capabilities, and the extent to which electronic file management can reduce delays and enhance public service delivery.
