Assam Government's Five-Year Budget Plan Unveiled

The Assam government is set to unveil its first budget under the BJP-led NDA, outlining a five-year plan influenced by its manifesto. Chief Minister Himanta Biswa Sarma highlighted key sectors such as agriculture and renewable energy, while introducing the MSME Facilitation Bill to ease business operations. Guwahati, July 5: The initial budget of the newly formed BJP-led National Democratic Alliance (NDA) government will outline the strategic plans of the Himanta Biswa Sarma administration for the upcoming five years.


During a press briefing following a cabinet meeting in anticipation of the budget session, Chief Minister Sarma indicated that the budget would be influenced by the Sankalp Patra (manifesto) released by the BJP prior to the Assembly elections.


"This is our five-year strategy. Similar to 2021, we are not focusing on just one year but rather the next five years. The budget will reflect our government's five-year agenda as per our manifesto," he stated.


When questioned about which sectors would receive significant attention in the budget, Sarma remained discreet but mentioned agriculture, renewable energy, industry, MSMEs, employment, and self-help groups as potential focus areas.


"This will serve as an economic vision for the next five years," he emphasized.


Providing insight into the forthcoming 21-day budget session, the cabinet approved the Assam MSME Facilitation of Establishment and Operations Bill 2026.


Detailing the bill's features, the Chief Minister noted that small businesses would be allowed to establish their operations without prior government approval for the initial three years, a move he termed beneficial for small entrepreneurs.


"They will submit their applications in accordance with the regulations. Regardless of whether it reaches the government, they can commence their operations. This applies only to small industries, excluding those that cause pollution," he clarified.


He further explained that if someone intends to set up an industry in any district within an industrial zone, all necessary approvals will be processed through a single-window system managed by the Industry Department.


"However, if the proposed industry is outside an industrial area, they must obtain permissions from all relevant departments. This relaxation is exclusively for industries proposed within industrial estates," the Chief Minister added.


He also mentioned that this relaxation falls under the Assam Ease of Doing Business (Amendment) Act and aims to eliminate bureaucratic hurdles in administration.
