Guwahati, Aug 12: In light of the severe flooding in Upper Assam, the state government announced on Wednesday its intention to revise its flood management strategies and enhance interventions in the affected regions.
Chief Minister Himanta Biswa Sarma stated during a press briefing at Lok Sewa Bhawan that the government would be more proactive in addressing flood issues in these districts. “We are committed to minimizing damage as we implement our plans in Upper Assam,” he remarked.
Sarma indicated that the flood patterns in Assam might undergo significant changes in the future, with potential risks shifting from the Brahmaputra River to its tributaries.
“We anticipate a reduction in flooding in districts along the Brahmaputra due to ongoing development projects, including large reservoirs in Tibet and hydropower initiatives in Arunachal Pradesh. This could lead to a decrease in flood intensity in the Brahmaputra over the coming years,” he explained.
He emphasized that future flood control efforts must prioritize the tributaries of the Brahmaputra, which were primarily responsible for the recent devastation in Upper Assam.
“The lack of intervention in the tributaries has contributed to the flooding, particularly in areas influenced by rivers like the Dikhow and Dorika,” Sarma noted.
“The flooding in Sivasagar was attributed to its tributaries rather than the Brahmaputra itself. The Water Resources Department needs to focus on these tributaries,” he added.
Emerging Flood Hotspots
Sarma reported that flood mitigation efforts have yielded positive outcomes in several districts that have historically been prone to flooding.
“Thanks to the measures implemented by the state government, we did not experience flooding in areas that typically suffer from it. Regions like Nalbari, Baksa, Bajali, Biswanath, and Bihpuria remained unaffected, while damage in Dhemaji and Lakhimpur was limited,” he stated.
However, the recent floods revealed new vulnerabilities in parts of Upper Assam where significant flooding had not been common before.
“While we have seen success across much of Assam, our interventions were lacking in two districts that previously did not face flooding issues,” he mentioned, referring to Sivasagar and Charaideo.
The government has also deployed high-capacity de-watering pumps in areas still inundated. In Sivasagar, these pumps are capable of removing approximately 1.35 lakh litres of water per hour, he reported.
Extent of Flood Damage
According to Sweety Changsan, Chief Executive Officer of the Assam State Disaster Management Authority (ASDMA), the floods resulted in the breaching of 49 embankments, damage to 104, destruction of 36 bridges, and impact on 1,187 roads.
During a media briefing prior to the Chief Minister's conference, Changsan noted that while the flood situation has improved significantly, thousands of residents are still affected.
“Currently, seven districts and 25 revenue circles remain impacted, with over 1.12 lakh individuals still affected. We have 47 relief camps operational, housing 7,982 individuals,” she stated.
Changsan reported that Sivasagar recorded the highest fatalities, with 50 lives lost in the district.
She added that 21,726 individuals were rescued through collaborative efforts involving the National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), Indian Army, Civil Defence volunteers, and other agencies.
Charaideo was identified as the second most affected district, with 22 deaths, although all displaced residents have returned home, and no relief camps are currently active.
Jorhat recorded nine fatalities, including two related to urban flooding, while Golaghat reported eight deaths, according to Changsan.
As the immediate situation improves, the government's focus is shifting towards enhancing flood preparedness in areas that emerged as new hotspots during this year's flooding.
