Assam Assembly Elections: Tea Community's Influence Takes Center Stage
Political Dynamics in Assam's Assembly Elections
Guwahati, March 29: As Assam gears up for its Assembly elections, the focus is once again on the tea community, a crucial demographic that holds significant electoral power. Both the ruling NDA and the Congress-led opposition are vying for their support, with the BJP nominating eight candidates from this community, matched by the Congress's similar strategy.
Importance of the Tea Community
With more than 850 tea estates, the tea community represents the largest workforce in Assam and is a formidable electoral force. They play a pivotal role in at least 38 Assembly constituencies, particularly in eastern Assam, and have the potential to sway results in about ten additional seats. Their estimated voting strength exceeds 3.5 million, making them a critical factor in closely contested elections.
Shifting Voting Patterns
Historically, the tea community has leaned towards the Congress party; however, their voting behavior has changed significantly over the last decade. The BJP-led NDA has made substantial gains by implementing welfare programs, increasing wages, and providing targeted financial support, which has made the community's voting preferences more competitive and unpredictable.
Nonetheless, this shift is not uniform or guaranteed. The Congress has retained influence in certain areas, as evidenced by their performance in constituencies like Titabor during the last Assembly elections and Jorhat in the recent Lok Sabha elections.
Welfare Initiatives Before Elections
As the elections approach, the BJP government has ramped up its outreach with various welfare initiatives aimed at the tea community. These measures include a wage increase of ₹30, a one-time payment of ₹5,000 to nearly 700,000 workers, promises of land rights in tea garden regions, and the extension of OBC status to 37 sub-castes. Dulen Nayak, chairman of the BJP Tea Morcha, stated that these initiatives represent a significant transformation in the tea belt.
Rupesh Gowala, a minister and BJP candidate from Doomdooma, emphasized that tea workers are now receiving the respect and recognition they deserve. He asserted that through land rights, education, healthcare, and development, the BJP government has consistently supported tea garden families.
Congress's Skepticism
In contrast, the Congress party has expressed skepticism regarding the effectiveness and sustainability of these welfare measures. Paban Singh Ghatowar, president of the Assam Chah Mazdoor Sangh and a former Congress MP, criticized the schemes as financially unviable and lacking long-term benefits. He argued that while direct cash transfers may offer temporary relief, they fail to address deeper issues like income security and adequate wages.
Ghatowar also highlighted unmet promises, such as the long-standing demand for a daily wage of ₹350, and cautioned that increasing public debt could jeopardize the sustainability of these welfare initiatives. He pointed out that despite extensive efforts, the BJP lost the 2024 Lok Sabha elections in Jorhat, where a significant portion of the tea community supported the Congress.
His son, Pranjal Ghatowar, who is contesting from the Chabua-Lahowal seat on a Congress ticket, echoed his father's sentiments, stating, “Every government has beneficiaries. The current state of the economy is chaotic. Inflation is rising. They are building hospitals but lack doctors, the quality of education is declining, and unemployment is increasing. All the BJP rhetoric is hollow, and voters are becoming aware of this.”
The Role of JMM
The entry of the Jharkhand Mukti Morcha (JMM) has introduced a new element to the electoral landscape. Contesting in 16 seats, the party aims to establish a presence among tea tribes, whose origins trace back to the Chhotanagpur region of present-day Jharkhand. Over the past year, the JMM has been actively working to strengthen its position in Assam.
Jharkhand Chief Minister Hemant Soren has visited Assam twice, emphasizing issues related to tribal identity and social welfare. Although the JMM is allied with Congress in Jharkhand, discussions for a partnership in Assam did not materialize.
Key Electoral Battles
Several constituencies are expected to see direct contests between notable leaders from the tea community. In Doomdooma, BJP's Rupesh Gowala will face Congress's Durga Bhumij, while in Titabor, BJP's Dhiraj Gowala is up against Congress's Pran Kurmi. In Rangapara, INC's Kartik Chandra Kurmi will compete against BJP's Krishna Kamal Tanti, and in Udharbond, BJP's Rajdeep Goala will challenge INC's Ajit Singh.
The BJP has also nominated several prominent candidates from the tea community, including Rameswar Teli (Duliajan), Sanjay Kishan (Makum), Pallab Lochan Das (Biswanath), and Rupjyoti Kurmi (Mariani). Meanwhile, the Congress has put forward candidates like Roselina Tirkey (Khumtai) and Dr. Amit Kumar Kalwar (Borkhola).
