Itanagar, Jun 14: The government of Arunachal Pradesh has announced the prompt release of salaries for 4,745 excess casual, contingency, and work-charged employees across various departments as a temporary measure.
This decision follows a report from an inquiry panel that revealed significant unauthorized hiring beyond the state's approved workforce limits.
The inquiry, led by the principal secretary of the Public Works Department, identified 4,745 surplus staff members, comprising 4,427 casual or contingency workers and 318 work-charged employees.
The investigation pointed out that these appointments breached established guidelines and were not authorized against the government-sanctioned positions.
As the state government continues to assess the inquiry's findings through discussions among departments, it has opted to lift the wage freeze that had been enforced since February 24 of this year.
Officials indicated that the choice to resume salary payments was made on humanitarian grounds to support the affected employees until a definitive policy decision is established.
To avert future irregular appointments, the state government is acting on the recommendations from the Public Information Officer, which include enforcing a stringent distribution of posts based on Division and Drawing and Disbursing Officer guidelines, along with imposing strict controls on personnel transfers across various zones, circles, and divisions.
The notification specified that funds will be disbursed by district treasuries and sub-treasuries only after a joint, signed notification outlining the formal distribution of these posts is received. This verification must be confirmed with the joint signatures of both the respective head of department and the head of office.
