Itanagar, Aug 14: The Cabinet of Arunachal Pradesh, led by Chief Minister Pema Khandu, convened on Thursday to establish uniform eligibility criteria for direct recruitment through competitive exams for all group ‘A’, ‘B’, and ‘C’ services within the state government.

This new directive will be applicable to various posts and services across state government departments, Public Sector Undertakings (PSUs), autonomous organizations, and local urban bodies. The updated eligibility criteria will take effect immediately for all Recruitment and Service Rules related to Group ‘A’, ‘B’, and ‘C’ positions.

According to the newly approved standards, candidates aspiring for direct recruitment must meet three essential requirements: they must be permanent residents, hold Indigenous/APST status, and demonstrate proficiency in one of the Indigenous tribal languages of Arunachal Pradesh.

Applicants must be Indian citizens residing in Arunachal Pradesh and possess a valid Permanent Residence Certificate (PRC) issued by the appropriate authority. Additionally, they should be original inhabitants of the state and hold an Arunachal Pradesh Scheduled Tribe (APST) certificate, as outlined in the Government of India's Constitution (Scheduled Tribes) Order, 1950, which has been amended over time.

Furthermore, candidates will need to be proficient in at least one of the indigenous tribal languages recognized in the official list.

The Arunachal Pradesh Public Service Commission (APPSC) and the Arunachal Pradesh Staff Selection Board (APSSB) have been instructed to integrate these eligibility requirements, along with a language proficiency test for new recruits, into all forthcoming recruitment announcements and regulations.

In the realm of education, the Cabinet has granted a one-time relaxation of two years in the minimum qualifying service/residency period stipulated under the Recruitment Rules, 2010, for promotions to the position of Principal/DDSE.

The qualifying service duration has been shortened from eight years to six years for Headmasters/Vice Principals and District Adult Education Officers (DAEOs) aiming for promotion to Principal/DDSE roles. This decision is intended to expedite the filling of current Principal vacancies in Government Higher Secondary Schools and enhance both academic and administrative effectiveness.

Additionally, the Cabinet has approved the reclassification of the Forester position to Deputy Forest Ranger (Special Grade) to honor the dedication and long-term service of frontline forest personnel, thereby encouraging them in their responsibilities.

The council of ministers has also endorsed the Draft Arunachal Pradesh Industrial Development Area Bill, 2026, which will be introduced and enacted by the Arunachal Pradesh Legislative Assembly. This proposed legislation aims to create a statutory framework for the organized development, management, and upkeep of Industrial Development Areas within the state.
