Resilience in the Face of Adversity

Munish Sood

Mandi – As Mandi district grapples with one of the most severe natural disasters in recent history, Deputy Commissioner Apurv Devgan, IAS, has emerged as a symbol of strength and reassurance.

For the past two months, Mandi has faced extraordinary destruction. The Mandi–Manali National Highway, crucial for both tourism and trade, has been frequently blocked for extended periods due to relentless landslides, heavy rainfall, and ongoing four-lane construction. This situation has escalated from a local issue to one that has captured national and international attention due to the highway's strategic significance.

With the apple harvest season in full swing in Kullu and Manali, the ongoing road blockages posed a significant threat to crops valued in crores, jeopardizing the livelihoods of farmers. The situation was dire enough to alarm leaders in Shimla, but for Devgan, the challenge was one he chose to confront directly rather than from an office.

Leading by Example

A DC Who Leads From the Front

When the Mandi–Pandoh route was closed for five consecutive days, trapping trucks filled with perishable goods, Devgan took immediate action. He did not wait for reports from his team; instead, he was present on-site from dawn until late at night, ensuring the road was cleared. Witnesses observed him directing traffic, guiding workers, and overseeing every detail until the route was reopened.

Images of him casually seated on a roadside barrier, engaging with distressed travelers, and personally instructing officials resonated with the public. His approachable demeanor, hands-on approach, and refusal to hide behind bureaucratic barriers distinguished him from others.

“He was more concerned about the people than his own comfort,” noted a local resident.

Empathy in Action

Standing With Seraj During Its Darkest Hours

The devastation in Seraj valley, the constituency of former Chief Minister Jai Ram Thakur, sent shockwaves throughout the nation. It was a politically sensitive and logistically complex situation, yet Devgan was present from the very beginning.

Equipped with heavy boots and an umbrella, he was seen at Bara on the Mandi–Janjheli road, personally overseeing clearance operations. During a 40-hour blockage of the highway, he worked alongside police and volunteers, managing traffic, removing debris, and even providing food for stranded travelers.

His compassion was evident as he treated the suffering of others as his own, ensuring that every victim received assistance, every family was contacted, and no one was overlooked. He united government and non-government organizations, forming a cohesive team that worked tirelessly to deliver aid while preventing any exploitation of the disaster.

Navigating Political Waters

Balancing Politics, Administration, and Humanity

The disaster at Jai Ram Thakur’s residence added a layer of political sensitivity to the crisis. Coordinating between the government, opposition, and administration could have easily led to controversy, but Devgan managed it with exceptional skill and efficiency.

The outcome? Despite the magnitude of the disaster, there have been no criticisms of his management. Instead, he has garnered widespread respect for his unwavering commitment to the community.

A Dedicated Public Servant

A Soldier in Civil Service

Behind the dedicated officer is a young father. Devgan, who has a few-month-old son, has reportedly had little time to spend with his infant over the past two months. His focus has been entirely on rescue, relief, and recovery efforts.

“He is working tirelessly like a soldier on duty for the nation,” remarked a local resident.

Community Praise

The People Speak

His dedication has inspired heartfelt tributes from various community members:
• Thakur Devinder Pratap: “When disaster struck Mandi, he was there — unwavering in his commitment to the victims.”
• Hem Thakur: “You are doing an outstanding job managing these crises across the district.”
• Kartar Bhandari: “The efforts of the District Administration Mandi are commendable. Hats off to DC Mandi for his dedication to society.”
• Kehar Thakur: “DC Mandi is truly leading from the front.”

A Call for Recognition

A Case for National Recognition

Effectively managing limited resources, balancing political dynamics, and meeting public expectations during one of the worst calamities in recent memory is no small achievement. Citizens are now advocating for officers like Apurv Devgan to receive national recognition.

“He has exemplified what it means to be an IAS officer — responsibility, dedication, and service,” stated a resident.

In the eyes of the community, Apurv Devgan has transcended his role as District Commissioner, becoming a commander in times of crisis — fighting for the safety, dignity, and survival of his constituents.

“Such officers deserve the highest honors from the nation. Jai Hind,” expressed an admirer.
