Amit Shah Unveils Enhanced Online Portal for Foreign Contributions and Digital OCI Card
Revamped Portal and Digital Card Launched
New Delhi: On Tuesday, Union Home Minister Amit Shah introduced a newly designed online platform aimed at regulating foreign contributions alongside the e-OCI Card. These initiatives are intended to streamline compliance, enhance public services, and bolster national security through advanced technology.
During his speech, Shah noted that before 2014, the Foreign Contribution (Regulation) Act (FCRA) was mired in bureaucratic processes and lacked proper oversight.
He emphasized that since the Modi administration took office in 2014, significant improvements have been made to the system.
Shah remarked, "The updated FCRA portal will significantly ease operational processes for organizations."
He highlighted that there has been a notable rise in both the number of applications and the volume of donations in recent years.
Given this context, minimizing paperwork and ensuring effective, real-time monitoring of foreign contributions is crucial for the nation's security.
The Home Minister stated that the FCRA law will enhance the scrutiny of foreign contributions that may have ulterior motives.
These initiatives demonstrate the government's dedication to enhancing governance through technology while making services more accessible to citizens and organizations.
The FCRA 2.0 Portal digitizes all essential processes related to foreign contribution regulation, including registration, renewal, and annual returns under the FCRA.
The new FCRA Amendment rules, 2026, have also been integrated into this platform.
According to the Ministry, this platform has been designed to simplify compliance while reinforcing the monitoring and enforcement of foreign funding received by organizations.
Currently, around 14,500 active FCRA organizations operate across the nation, with approximately 15,000 to 20,000 applications and about 17,000 annual returns submitted each year, as stated by the government.
The portal, hosted on the government's MeghRaj cloud platform, features Aadhaar-based authentication, e-Sign verification, Optical Character Recognition technology for document analysis, and integration with NGO Darpan.
It is also connected to various government databases, including PAN, Aadhaar, OCI records, and the Unique Document Identification Number system from the Institute of Chartered Accountants of India.
For organizations, this portal minimizes paperwork, saves time, and offers a more straightforward and convenient experience, including quicker application processing and an integrated, login-based dashboard.
For the government, API-based integration with key databases allows for faster and more accurate verification, improved compliance monitoring, and effective oversight of foreign contributions, thereby enhancing national security and governance.
The platform is also designed to incorporate future features such as an AI-powered chatbot and mobile access.
Shah mentioned that organizations will no longer need to submit physical documents, expediting the application process.
Additionally, the Home Minister launched the e-OCI Card, a fully digital version of the Overseas Citizen of India document for eligible foreign nationals of Indian origin.
This initiative is expected to benefit over 5 million OCI cardholders by reducing paperwork and eliminating the risk of losing or damaging physical documents.
The digital card will facilitate real-time verification and expedite immigration processing.
The Ministry of Home Affairs indicated that applicants can now complete the entire OCI process online, from submitting applications and uploading supporting documents to downloading the approved digital card.
This system offers a convenient and fully digital experience, mitigating the risk of losing or damaging physical documents.
Shah also noted that the new card eliminates the need for OCI cardholders over 20 years old to obtain a new OCI booklet each time they receive a new passport.
Instead, they will only need to update their passport details online.
