On June 26, Union Home Minister Amit Shah will preside over the 10th high-level meeting of the Narco-Coordination Centre (NCORD), where he will unveil the "Vision Document 2026-2029" aimed at drug control. This significant gathering, organized by the Narcotics Control Bureau (NCB), will see participation from senior officials of 44 central ministries and departments, along with 108 representatives from state governments and drug law enforcement agencies, all joining in a hybrid format.

Purpose and Goals of the Meeting

The meeting will serve as a platform for a comprehensive review and assessment of collective efforts by all stakeholders to tackle the drug issue in the country. It aims to inspire states, departments, and agencies to advance with renewed vigor and commitment towards achieving effective drug control objectives.

Focus on Collaborative Efforts

Emphasizing the necessity for collaboration among government departments to effectively address the drug crisis, this high-level meeting will discuss critical issues related to combating drug trafficking and substance abuse over the next three years. It is anticipated that this meeting will further strengthen the government's 'Zero Tolerance Policy' against drug trafficking, a stance strongly advocated by Prime Minister Narendra Modi. During this event, the Home Minister will also release the Narcotics Control Vision Document (2026-2029).

Details of the Vision Document

According to a statement from the Ministry of Home Affairs (MHA), the Vision Document, developed after extensive discussions with relevant government departments, drug law enforcement agencies, and other stakeholders, will provide a shared roadmap for addressing the drug problem through demand reduction, supply reduction, and harm reduction strategies. The MHA noted that this roadmap envisions a network-based enforcement approach, tackling challenges such as synthetic drug trafficking via the dark web, keeping youth away from drugs, and enhancing access to treatment and rehabilitation centers for drug users. Furthermore, the document clearly defines responsibilities, timelines, and measurable goals for all stakeholders, integrating enforcement, demand reduction, rehabilitation, public awareness, capacity building, and inter-agency coordination. This Vision Document will serve as a guiding framework for policy-making, implementation, and institutional strengthening to combat the drug issue nationwide. Shah will also release the NCB's annual report for 2025 and inaugurate newly established NCB zonal offices in Jammu and Guwahati.
