During the signing ceremony, Rubio expressed satisfaction in facilitating this agreement, stating, "We are pleased to announce a framework agreement between the sovereign government of Lebanon and the government of Israel, with the mediation and support of the United States of America." He referred to this moment as the "beginning of the beginning," while recognizing the challenging negotiations that lie ahead. "There is much work to be done. We do not underestimate the complexity of this task, but we recognize its significance and are honored to assist in bringing it to fruition," he added. Lebanon's Ambassador to the US, Nada Hamadeh Moawad, characterized the agreement as a crucial initial step towards restoring Lebanon's sovereignty and territorial integrity.

Following the signing of the agreement, Israeli Prime Minister Benjamin Netanyahu declared that the Israel Defence Forces (IDF) would withdraw from two positions in southern Lebanon, one located north of the Litani River and the other to its south. In a pre-recorded video message, Netanyahu indicated that the redeployment would involve areas that the Israeli military "does not need" to maintain. However, he emphasized that Israel would continue to control other strategic regions in southern Lebanon until Hezbollah is completely disarmed. Netanyahu described the agreement as a significant strategic victory for Israel, asserting that it dealt a substantial blow to Iran. "Iran is attempting to compel us into a withdrawal from southern Lebanon by force. Israel, Lebanon, and the United States are making it clear: this is not your concern," he stated. Israel still holds several areas in southern Lebanon, including territory south of the Litani River.

As reported by Axios, the framework agreement encompasses two pilot projects where Israeli forces will withdraw from specific areas currently under their control in southern Lebanon. The Lebanese Armed Forces will subsequently be deployed to these locations, with US military personnel supervising the process to ensure that Hezbollah fighters do not re-enter or operate from the designated zones. The two pilot areas are situated on opposite sides of the Litani River, with one located north and the other south of the river. Israeli officials have characterized this move as limited in scope but significant, as it represents Israel's first withdrawal from territory captured during its extensive military operations in southern Lebanon.

In response, Israel initiated a large-scale air and ground campaign across Lebanon. Current estimates indicate that the fighting has resulted in over 4,000 fatalities in Lebanon and displaced more than one million individuals. On the Israeli side, at least 32 soldiers and four civilians have lost their lives. Hezbollah has not disclosed official casualty figures, although a report from May suggested that the group has suffered thousands of losses.
