Himachal Pradesh Ambulance Workers Strike Disrupts Emergency Services

A 24-hour strike by ambulance workers in Himachal Pradesh has led to significant disruptions in emergency medical services. The Ambulance Workers’ Union, affiliated with CITU, is protesting against labor rights violations, including non-payment of minimum wages and workplace harassment. Despite previous court rulings, their demands for fair compensation and job security have been ignored. As the strike continues, patients and families are left to face the consequences, highlighting the urgent need for the state to address these labor grievances. Demonstrations are planned to escalate pressure on authorities to respond to the workers' concerns.

Emergency Medical Services in Himachal Pradesh Disrupted

DHARAMSHALA: Starting Tuesday night, critical emergency medical services in Himachal Pradesh experienced major disruptions as staff from the state’s 108 and 102 ambulance services initiated a 24-hour strike. The protest commenced at 8 PM and is set to last until the same time on Wednesday, significantly impacting patient transport and emergency response throughout the region.

The Ambulance Workers’ Union, linked with the Centre of Indian Trade Unions (CITU), has organized this strike, citing severe violations of labor rights. Workers have raised concerns about non-adherence to judicial orders, lack of minimum wage payments, and ongoing workplace harassment by the Medswan Foundation, which manages the ambulance services under the National Health Mission (NHM).

Demands for Wage Justice and Job Security

Union representatives assert that despite numerous appeals and court decisions, their fundamental requests—such as receiving legal minimum wages and overtime for 12-hour shifts—have been disregarded. They are also calling for salaries to be paid during vehicle maintenance or insurance periods and for paid leave to be granted in accordance with government labor standards.

Failed Negotiations Prompt Further Action

The decision to strike was solidified after a recent meeting involving the union, NHM officials, and Medswan Foundation representatives did not result in a resolution. During the strike, no drivers or emergency medical technicians (EMTs) will be on duty, as confirmed by union officials.

Planned Protests to Amplify Demands

To escalate their demands, the union has scheduled demonstrations on May 28 at all district headquarters, the NHM Director’s office in Shimla, and the Medswan Foundation’s state office in Darlaghat, Solan. Union leaders have cautioned that the protests could intensify if their demands continue to be overlooked and if the alleged harassment of staff persists.

Allegations of Ignored Legal Orders

Legal orders ignored, say protesters

Union members have highlighted several legal mandates from the Himachal Pradesh High Court, labor courts, and the Labour Department that require the implementation of fair wage and working hour regulations. They claim these directives have largely gone unheeded. Furthermore, there are worries about workers being unjustly removed from duty for extended periods without justification—an issue the union insists must be resolved immediately.

Impact on Patients and Families

As the strike persists, patients and their families throughout Himachal Pradesh are facing the repercussions, underscoring the urgent need for the state to address labor grievances in essential health services promptly.
