Elon Musk Faces Investigation in Paris Over X Platform Misconduct Allegations

Elon Musk has been summoned to Paris for an investigation into serious allegations involving the social media platform X. The inquiry focuses on claims of misconduct, including the spread of child sexual abuse material and deepfake content. Musk and former CEO Linda Yaccarino are expected to participate in voluntary interviews, while other employees will provide testimony. The investigation has raised concerns about the platform's AI system, Grok, which has been linked to controversial posts and potential criminal activities. As the inquiry unfolds, it highlights broader issues surrounding internet platforms and their responsibilities in managing content.
 

Elon Musk Summoned for Inquiry in Paris


In Paris, Elon Musk has been called to participate in an investigation concerning allegations of misconduct linked to the social media platform X. This inquiry includes serious accusations such as the dissemination of child sexual abuse material and the creation of deepfake content.


Both Musk and Linda Yaccarino, the former CEO of X, have been asked to attend 'voluntary interviews.' Additionally, other employees from the platform are expected to provide testimony throughout the week, according to the Paris prosecutor's office.


It is still uncertain if Musk and Yaccarino will make the trip to Paris. A representative for X did not respond to inquiries from the press, nor did Yaccarino's current employer, eMed.


French authorities are also investigating whether the controversy surrounding the AI system Grok's deepfakes was intentionally fabricated to enhance the market value of Musk's companies prior to a significant market listing. Musk expressed his approval of a report indicating that US justice officials declined to assist French investigators, stating on X, 'This needs to stop.'


Background of the Investigation

The summons for Musk followed a search conducted in February at X's French offices, part of an investigation initiated in January 2025 by the cybercrime unit of the Paris prosecutor's office. Musk and Yaccarino were invited to share their perspectives as managers of X during the events under scrutiny. Yaccarino held the CEO position from May 2023 until July 2025.


Prosecutors noted that these voluntary interviews aim to allow the executives to clarify their positions regarding the allegations and discuss any compliance measures they intend to implement. They emphasized that the investigation is being conducted in a constructive manner, with the goal of ensuring that X adheres to French laws while operating within the country.


Scope of the Investigation

The inquiry was prompted by claims from a French lawmaker suggesting that biased algorithms on X may have distorted the operation of an automated data processing system. The investigation expanded after Grok, the AI system, produced posts that allegedly denied the Holocaust—a crime in France—and circulated sexually explicit deepfakes.


Authorities are examining potential 'complicity' in the possession and distribution of pornographic images of minors, the creation of sexually explicit deepfakes, Holocaust denial, and manipulation of automated data processing systems as part of an organized group, among other allegations.


Grok, developed by xAI and accessible through X, faced global backlash this year after generating a flood of sexualized non-consensual deepfake images in response to user requests. It also made a controversial statement in French, suggesting that gas chambers at Auschwitz were intended for 'disinfection with Zyklon B against typhus' rather than mass murder, a claim associated with Holocaust denial.


Later, Grok retracted its previous statement, acknowledging its error and citing historical evidence that Zyklon B was used to kill over a million individuals in Auschwitz gas chambers.


International Implications

In March, the Paris prosecutor's office notified the US Department of Justice and the Securities and Exchange Commission (SEC) about the investigation, suggesting that the controversy surrounding Grok's sexually explicit deepfakes might have been intentionally orchestrated to artificially inflate the value of X and xAI, potentially constituting criminal offenses.


The prosecutor's office indicated that this could have been executed in anticipation of a planned stock market listing in June 2026 for the new entity formed by the merger of Space X and xAI, particularly as X appeared to be losing momentum.


Reports indicate that the Justice Department declined to assist French authorities in their investigation of Musk's X, with the Wall Street Journal stating that the Justice Department's Office of International Affairs accused French officials of misusing their justice system to interfere with an American business.


Broader Investigations into Internet Platforms

The Paris prosecutor's cybercrime unit has initiated several investigations in recent years targeting suspected illegal activities on internet platforms. The French-language site Coco, which gained notoriety during a landmark trial that made Gisele Pelicot a global symbol against sexual violence, was shut down in 2024 amid accusations against its manager of complicity in child pornography and trafficking.


Pavel Durov, the founder of the Telegram messaging app, has faced preliminary charges and judicial supervision for allegedly permitting criminal activities on the platform, including child sexual abuse material and drug trafficking.


Last year, the Paris prosecutor's office also opened an investigation into TikTok over claims that the platform allowed content promoting suicide and that its algorithms might encourage vulnerable youth to take their own lives.


Additionally, Reporters Without Borders (RSF) has filed a new complaint against X with the Paris prosecutor's cybercrime unit, focusing on the platform's policies that allegedly enable the spread of disinformation.
