Government Plans Changes to IT Rules for OTT Film Certification
Proposed Amendments to IT Rules
The government is exploring potential revisions to the IT Rules 2021, specifically concerning the certification process for films released on OTT platforms. This consideration arises in light of the controversy surrounding the film 'Satluj', which debuted without the necessary approvals.
New Certification Process Under Review
What changes are being proposed?
As reported by sources, the government is thinking about implementing a requirement for films to secure certification from the Censor Board prior to their release on OTT platforms. This would involve modifications to the existing IT Rules.
Action Against ZEE5 for Streaming Controversial Film
A senior official mentioned that the government is also contemplating measures against ZEE5, which streamed the uncensored version of 'Satluj'. The Censor Board was still in the process of reviewing the film and had suggested several edits; however, current regulations do not place OTT content under the Censor Board's authority.
Removal of 'Satluj' from Streaming Platforms
Why was 'Satluj' taken down?
The film 'Satluj' was made available on ZEE5 on July 3, but just two days later, the government mandated its removal due to national security concerns. Regarding the unauthorized screening of 'Satluj' at private venues, the official stated that it is the state government's duty to ensure compliance with the law and to take action against offenders.
Controversy Surrounding 'Satluj'
What sparked the controversy?
Directed by Honey Trehan, 'Satluj' tells the story of human rights activist Jaswant Singh Khalra, who investigated the cremation of numerous unidentified bodies in Punjab from 1984 to 1994. In 1995, allegations arose against police personnel regarding his abduction and murder.
Current IT Rules 2021 Guidelines
The IT Rules 2021 regulate digital news media and streaming platforms in India under Part 3 (Intermediary Guidelines and Digital Media Ethics Code). These regulations aim to enhance the accountability of digital platforms and establish a grievance redressal mechanism, allowing for actions such as content removal from streaming services.
