This has resulted in a robust presence for the TMC at the grassroots level, leaving the well-organized BJP trailing behind.

Since coming to power in 2011, Mamata Banerjee has effectively utilized these pada clubs as a vital link to the local populace. These clubs serve as community hubs where residents gather to socialize, play games like carrom and ludo, and even celebrate festivals such as Durga Puja. The government provides direct financial assistance to these clubs for Durga Puja celebrations, ensuring their loyalty to the ruling party.
TMC's Strategic Advantage
The BJP's strategy of appointing 'panna pramukh' for micro-management at polling booths is well-known. However, Banerjee has been implementing similar tactics long before the BJP. Her prolonged tenure has allowed these pada clubs to align closely with the TMC, as they receive continuous financial support. Initially focused on activities like blood donation camps and raising the Communist Party flag, these clubs have been cleverly integrated into the TMC's framework, solidifying the party's presence across West Bengal. According to a report, between 2012 and 2020, Banerjee's government allocated approximately ₹130 billion to these clubs.
The Functionality of Pada Clubs
While not officially affiliated, members of these clubs often act as TMC workers. Banerjee has effectively utilized these clubs to connect beneficiaries with her government initiatives, such as the 'Duare Sarkar' and 'Swasthya Sathi' schemes. Whether it’s managing ration shops or assisting with government programs, these clubs play a crucial role in facilitating TMC's operations at the local level.
Why Pada Clubs Are Effective
Due to substantial government support, many neighborhoods boast multiple clubs, with some areas having between two to ten clubs. The total number of clubs in West Bengal is estimated to be around 100,000, while there are approximately 80,000 polling booths in the state. This means that each club can effectively monitor a polling booth and engage voters. In 2025, Banerjee's government allocated ₹110,000 to every registered club, costing the state ₹49.5 billion. Consequently, around 45,000 clubs focus on organizing Durga Puja, benefiting from significant government assistance. The combined total of youth clubs, pada clubs, and sports clubs exceeds 100,000.

These clubs enjoy an 80% discount on electricity bills, earn commissions for hosting government camps, and are exempt from various fees, receiving direct funding for numerous initiatives. This financial support keeps people from all walks of life engaged with these clubs, allowing the government to maintain a strong connection with the community.
