Overview of Odisha's Fiscal Situation


According to a recent report from the Odisha Principal Accountant General (PAG), the state's fiscal deficit for the financial year 2025-26 stands at Rs 23,650.89 crore. This figure is slightly lower than the Rs 25,042 crore recorded in the previous year, 2024-25. The Odisha government is actively pursuing strategies to enhance the state's development trajectory.


Chief Minister Mohan Charan Majhi and his administration are diligently working to attract investments, supported by a comprehensive development roadmap. However, the fiscal health of the state remains strained, primarily due to what officials cite as insufficient long-term planning. The financial outlook for Odisha has not seen significant improvement, with central grants decreasing annually and local revenue generation falling short of expectations.


The PAG's data indicates that revenue collection for 2025-26 did not meet the budgetary goals, while revenue expenditures were notably high. The state had aimed for a revenue collection target of Rs 2,32,000 crore, but actual collections reached only Rs 1,96,190.83 crore, approximately 85% of the target. In contrast, the previous year's revenue collection was Rs 1,83,963 crore. Revenue expenditures also rose, with actual spending of Rs 1,74,405.14 crore against a budget provision of Rs 2,00,200 crore, representing about 87% of the allocated budget. This marks an increase of Rs 13,093 crore from the Rs 1,61,312 crore spent in 2024-25.


The gap between revenue receipts and expenditures resulted in a revenue surplus of Rs 21,785.69 crore for 2025-26. Nevertheless, the government allocated Rs 42,398.35 crore for capital expenditures during the same period. Additionally, the state raised Rs 27,673.04 crore through internal borrowing and loans from the central government, repaying Rs 16,843.49 crore, which led to a net increase of Rs 10,829.55 crore in public debt.


The government also provided loans and advances totaling Rs 3,854.97 crore, recovering Rs 816.74 crore, which further influenced the fiscal deficit. Consequently, despite achieving a revenue surplus, Odisha's fiscal deficit reached Rs 23,650.89 crore due to capital expenditures and net loans.


A senior official has warned that the fiscal deficit may escalate in the upcoming years if administrative officials do not effectively utilize budget allocations for development initiatives, especially in infrastructure. Notably, Odisha's central grants decreased from Rs 21,011 crore in 2023-24 to Rs 17,955 crore in 2024-25, and further to Rs 16,042 crore in 2025-26. The official emphasized that the declining central grants are significantly impacting the state's fiscal deficit.
