Odisha Implements Strict Fuel Regulations: No Petrol or Diesel Without Pollution Certificate

Bhubaneswar: In a bid to combat vehicular pollution, the State Transport Authority (STA) of Odisha has mandated that vehicles must present a valid Pollution Under Control Certificate (PUCC) to receive petrol or diesel.
The STA has instructed oil companies operating in the state to refuse fuel to any vehicle lacking this essential certificate.
This initiative aims to reduce increasing vehicular emissions and ensure adherence to the Motor Vehicles Act.
According to a notification from the Transport Commissioner-cum-Chairman of the STA, many vehicles are found to be operating without valid PUCCs, despite existing regulations. Such infractions contribute to environmental harm and health risks for the public.
The notification cites Section 190(2) of the Motor Vehicles Act, 1988, along with Rule 115 of the Central Motor Vehicles Rules, 1989, which require compliance with emission standards and possession of a valid PUCC. Driving without this certificate is considered an offense under the law.
Oil marketing companies have been directed to ensure that all retail outlet dealers and franchisees in Odisha check the validity of PUCCs before dispensing fuel. The authority emphasized the importance of educating retail staff about these legal requirements and warned that failure to comply would lead to serious consequences through internal controls and disciplinary actions.
