Indian Railways Revamps Ticket Cancellation Policies for Enhanced Passenger Experience

Indian Railways has introduced new cancellation guidelines for confirmed tickets, significantly changing how refunds are calculated. Passengers can now enjoy higher refunds for early cancellations, while stricter penalties apply for last-minute changes. Additionally, the rules around boarding point modifications have been relaxed, allowing travelers to change their boarding station up to 30 minutes before departure. These updates aim to improve passenger convenience and reduce misuse of the booking system. New Cancellation Guidelines Introduced


Indian Railways has unveiled revised cancellation policies for confirmed tickets, altering the refund calculation based on when cancellations occur. Passengers who cancel their tickets more than 72 hours prior to departure will receive the maximum refund, with only a nominal cancellation fee applied. As the departure time nears, however, the penalties increase. For cancellations made between 72 hours and 24 hours before the scheduled departure, a 25% deduction from the fare will apply, subject to a minimum charge. This tiered approach aims to provide flexibility for passengers while maintaining operational efficiency.


The updated policy imposes stricter penalties for last-minute cancellations. If a ticket is cancelled within 24 to 8 hours before departure, passengers will forfeit 50% of the ticket fare, again subject to a minimum charge. Cancellations made less than 8 hours before the train's departure will not receive any refund, and the same applies at the time of departure, effectively closing the refund window. This initiative reflects a strong stance against late cancellations and seeks to optimize seat utilization.


Enhanced Boarding Point Flexibility

In a move aimed at improving passenger convenience, Indian Railways has relaxed rules regarding changes to boarding points. Travelers can now alter their boarding station up to 30 minutes before the train's scheduled departure. This update is especially advantageous for passengers in urban areas with multiple railway stations, allowing them to select a more convenient boarding location even at the last minute. Previously, such modifications were only permitted before the reservation chart was finalized.


This rule change also addresses concerns regarding the misuse of the booking system. Railway Minister Ashwini Vaishnaw noted, “An analysis of ticketing patterns revealed that touts would book extra tickets and cancel unsold ones just before departure, reclaiming significant amounts as refunds.” He emphasized that the stricter refund policies are expected to mitigate such practices and deter bulk ticket hoarding.


Previous Cancellation Charges Overview

Prior to these recent updates, cancellation fees for confirmed tickets were determined by how early the cancellation was made and the class of travel. If a confirmed ticket was cancelled more than 48 hours before departure, a fixed fee was charged per passenger—Rs 240 plus GST for Executive Class and Rs 180 plus GST for AC Chair Car. For cancellations made between 48 hours and 12 hours before departure, a 25% deduction from the ticket fare was applied, with a minimum charge equivalent to the fixed fee. If cancellations occurred between 12 hours and 4 hours before departure, the deduction increased to 50% of the fare, again subject to the minimum charge.


No refund was issued if a confirmed ticket was not cancelled or if a Ticket Deposit Receipt (TDR) was not filed at least 4 hours before the train's departure. For waitlisted tickets, a nominal fee of Rs 20 plus GST per passenger was deducted if cancelled up to 4 hours before departure. If the ticket remained fully waitlisted after the chart was prepared, it was automatically cancelled, and a full refund was issued without deductions. In cases of partially confirmed tickets, passengers with confirmed seats could receive a refund after a deduction of Rs 20 plus GST per person if cancelled up to 4 hours before departure. Additionally, a full refund was granted without deductions if none of the passengers traveled after chart preparation. Passengers were also entitled to a full refund if the train was cancelled or delayed by over three hours, provided conditions such as filing a TDR before departure were met.
