Himachal Pradesh Introduces New Cess on Fuel to Support Vulnerable Groups

Himachal Pradesh is introducing a new cess on petrol and diesel to fund welfare initiatives for orphans and widows. Chief Minister Sukhvinder Singh Sukhu presented the Himachal Pradesh Value Added Tax (Amendment) Bill, 2026, aiming to create a dedicated fund for vulnerable citizens. The cess will be levied on the first sale of fuel, with a maximum rate of Rs 5 per litre. This initiative seeks to ensure a continuous flow of resources for better support of these groups. Once approved, the bill will become law and take effect statewide, marking a significant step towards empowering the needy.
 

New Fuel Cess for Welfare Initiatives


The government of Himachal Pradesh is poised to introduce a new cess on petrol and diesel aimed at aiding orphans and widows. Chief Minister Sukhvinder Singh Sukhu presented the Himachal Pradesh Value Added Tax (Amendment) Bill, 2026, during a session of the Legislative Assembly on March 20. This initiative is designed to establish a dedicated welfare fund for the state's most at-risk populations. This tax is entirely new, with plans to impose the cess on the initial sale of petrol and high-speed diesel within the state. Although the exact rate is still under consideration, it will not exceed Rs 5 per litre.


The 'first sale' approach means that the tax will be collected when an oil marketing company sells fuel to dealers, rather than at each subsequent sale or transfer. This method aims to simplify the collection process while ensuring that funds are directed straight to the welfare program.


Establishing a Sustainable Fund for the Needy


The proposed bill highlights the existing schemes for orphans and widows but emphasizes the necessity for a permanent funding source. By implementing this cess, the state government intends to ensure a steady stream of resources, facilitating improved and consistent support for these vulnerable groups. All revenue generated from the cess will be allocated to the orphan and widow welfare fund, which will then be utilized to assist eligible beneficiaries.


Government Goals and Future Actions


In his announcement regarding the cess, Chief Minister Sukhvinder Singh Sukhu expressed that the main objective of this initiative is to empower the vulnerable segments of society. He noted that once the bill is approved by the Legislative Assembly, it will be forwarded to Lok Bhawan for final endorsement, after which it will officially become law and be implemented statewide.
