Changes to LPG Subsidy for Pradhan Mantri Ujjwala Yojana Beneficiaries

New LPG Subsidy Guidelines for Ujjwala Households


Recent updates from the Union Ministry of Petroleum and Natural Gas indicate that households enrolled in the Pradhan Mantri Ujjwala Yojana (PMUY) will now receive government assistance for fewer LPG cylinder refills than previously available. According to the ministry's latest announcement, eligible Ujjwala households will receive a subsidy of Rs 300 for each of the first four cylinder refills annually. This change implies that the financial support for PMUY beneficiaries is now limited to just these four refills within a financial year, totaling Rs 1,200 per household.


The ministry's communication highlights that the average LPG consumption for these households is estimated to be around four to five cylinders each year. This adjustment follows a previous reduction in August last year, where the number of subsidized refills for Ujjwala beneficiaries was decreased from twelve to nine.


This update comes shortly after a price increase of Rs 29 per cylinder on June 7, marking the second hike in three months due to rising international energy prices impacting state-owned fuel retailers. Despite the price rise, the government emphasizes that consumers are still receiving significant support. For instance, a PMUY beneficiary pays approximately Rs 642 for a 14.2 kg LPG cylinder, while the price for regular consumers in Delhi is Rs 942, with the actual supply cost exceeding Rs 1,600.


Officials also noted that LPG users benefit from what is termed an indirect subsidy, estimated at around Rs 700 per cylinder for non-Ujjwala consumers and nearly Rs 1,000 for PMUY beneficiaries. Furthermore, the ministry pointed out that LPG prices in India remain considerably lower than those in several other countries, including Pakistan, Nepal, Bangladesh, Sri Lanka, the United States, Australia, and Canada.


Eligibility for PM Ujjwala Yojana


The PMUY scheme is available to women aged 18 and older from economically disadvantaged households. According to the guidelines on the PMUY portal, an adult woman from a low-income family can apply by submitting a deprivation declaration in the required format. A crucial eligibility criterion is that no household member should already possess an LPG connection registered in their name, and household details must be validated with documents like a ration card or other government-approved records.


Benefits of the Scheme


Beneficiaries of PMUY receive an LPG connection without any security deposit or installation fees. The package includes a 14.2 kg or 5 kg LPG cylinder, a domestic pressure regulator, a 1.2-meter Suraksha hose pipe, a DGCC booklet, free initial refill(s), and a complimentary two-burner stove. Beneficiaries are not required to pay LPG distributors for these items provided under the scheme.


Applications can be submitted online via the PMUY portal or through a Common Service Centre (CSC). While self-submission is free, applications processed through CSCs incur a fee of Rs 20. For those opting for offline submission, forms can be directly submitted at the nearest LPG distributorship operated by oil marketing companies.


Required Documents


To apply, individuals must provide the standard KYC form with a photograph, Aadhaar cards for the applicant and adult family members, proof of address, bank account details for subsidy transfers, a ration card or family composition document, and a signed deprivation declaration. Additionally, migrant applicants must submit a self-declaration regarding their address and family composition.
