EU Ambassador Unveils Blue Valley Cluster in Assam, Promises Local Growth

Guwahati, June 9: Following his arrival in Guwahati with a prominent European Union delegation, EU Ambassador to India, Hervé Delphin, inaugurated the Blue Valley Cluster on Tuesday, delivering a clear message: Europe aims to collaborate with Assam rather than merely extracting its resources for external processing.
Delphin emphasized, "Our goal is not to come here, acquire products, and export them elsewhere. We aspire to create a holistic ecosystem that encompasses research, innovation, skill enhancement, investment, production, marketing, and access to international markets." This initiative, a partnership between the Assam government and the European Union, seeks to connect the state's biodiversity-driven industries with European markets.
This distinction is crucial, as Assam's rich natural resources, including aromatic plants and medicinal herbs, have historically fed supply chains that benefit other regions.
The Blue Valley Cluster, which focuses on flavors, fragrances, and AYUSH products, aims to change this trend.
Delphin stated, "The aim is to generate value within Assam while linking local businesses to global opportunities." He characterized his delegation's visit as a demonstration of the EU's dedication to the Northeast, highlighting the region's potential in fulfilling the EU-India Joint Comprehensive Strategic Agenda.
He noted that Assam's abundant natural resources, skilled workforce, and openness to innovation position it as an attractive destination for European enterprises.
"Assam is no longer on the outskirts of India's geography; it is progressively becoming central to its economic narrative. As India and the EU strengthen their partnership, Assam is emerging as a key location for realizing numerous opportunities," he remarked.
Delphin also contextualized the Blue Valley Cluster within the framework of an evolving bilateral relationship, referencing the EU's involvement in the CITIIS 2.0 urban development initiative in Guwahati and the Barak River Basin Management Action Plan as successful collaborative efforts.
"Our partnership with Assam has been fruitful, yielding tangible outcomes. We are now poised to elevate this cooperation, enhancing investment and industrial collaboration that can benefit the entire Northeast region," he added.
While the cluster's primary focus is on flavors, fragrances, and AYUSH products, Delphin indicated that the EU's aspirations for Assam extend far beyond these areas. He highlighted renewable energy, digital technologies, advanced manufacturing, and electronics as sectors where European investors see considerable potential, noting a recent visit to the Tata Electronics facility in Jagiroad as evidence of Assam's rapidly evolving industrial landscape.
Delphin concluded by stating that the Blue Valley Cluster represents not a final destination but a beginning—a tangible manifestation of a strategic partnership that both parties aim to expand significantly in the coming years.
