Delhi Assembly Speaker Vijender Gupta's Mission: Learning from Odisha's Paperless Success

Exploring Digital Transformation in Governance

New Delhi: Vijender Gupta, the Speaker of the Delhi Legislative Assembly, is set to visit Bhubaneswar to gain insights into the successful implementation of the National e-Vidhan Application (NeVA), which has enabled the Odisha Assembly to transition to a paperless legislative framework, as confirmed by an official on Monday.

This three-day study tour, scheduled from April 15 to April 17, will allow Speaker Gupta to observe the digital processes utilized by the Odisha Assembly.

According to a representative from the Delhi Assembly Secretariat, the primary aim of this visit is to explore the best practices, technological frameworks, and operational models that Odisha has effectively employed in the rollout of NeVA.

During the previous Budget session, Gupta had pledged that the Delhi Assembly would achieve a paperless status within 100 days.

In line with this promise, the Ministry of Parliamentary Affairs is anticipated to allocate the necessary funds to facilitate the implementation of NeVA in Delhi, as stated by an official.

Accompanying Gupta on this study tour will be Deputy Speaker Mohan Singh Bisht, senior officials from the Delhi Legislative Assembly, and other key individuals involved in the NeVA initiative.

The Speaker expressed optimism that this tour will significantly expedite the digital transformation of the Delhi Assembly, aiming to establish it as a modern and transparent legislative institution.

Gupta emphasized that the Delhi Legislative Assembly is eager to embrace a more transparent, technology-driven, and citizen-focused approach to its legislative operations through the prompt execution of NeVA.

Upon their arrival in Bhubaneswar, the Delhi team will pay courtesy visits to Odisha's Governor Hari Babu Kambhampati and Chief Minister Mohan Charan Majhi.

On April 16, the delegation will engage in discussions with the NeVA Committee and meet with Surama Padhy, the Speaker of the Odisha Legislative Assembly.

The final day of the tour, April 17, will be reserved for concluding meetings and further dialogues with stakeholders involved in the NeVA implementation.

NeVA is part of the Digital India initiative, which aims to revolutionize governance in India by establishing a paperless and digital legislative process.

This digital initiative allows legislative members to access essential information such as Bills, notices, questions, and committee reports directly on their devices, thereby eliminating the reliance on physical paper documents.
