The recent meeting of the High Power Committee on Aviation discussed strategies to enhance the state's aviation ecosystem, including infrastructure development and connectivity improvements. Currently, only five civilian airports are operational, with plans for a new international airport in Puri. The state aims to generate significant revenue from aviation services and is focusing on developing a skilled workforce through Flight Training Organisations. This initiative is expected to position Odisha as a leading aviation hub in eastern India, unlocking new opportunities for tourism and trade.

Odisha's Vision for Aviation Expansion


Bhubaneswar: The government of Odisha has set an ambitious goal to establish at least 15 fully functional airports by the year 2047, coinciding with India's centenary of independence, as announced by an official on Sunday.


During the 4th Meeting of the High Power Committee on Aviation, chaired by Chief Secretary Manoj Ahuja on Saturday, various initiatives aimed at achieving this target were discussed.


The committee focused on enhancing Odisha's aviation landscape in alignment with the Vision of Vikshit Odisha 2036–47, reviewing potential opportunities in the aviation sector and strategizing on infrastructure development, connectivity improvements, and creating a supportive policy framework. Notably, Odisha will celebrate its 100th anniversary in 2036.


Currently, Odisha has 19 airports or airstrips, with 12 under state ownership. However, only five civilian airports are operational at this time: Bhubaneswar, Jharsuguda, Jeypore, Utkela, and Rourkela.


Bhubaneswar serves as the state's sole international airport, offering flights to destinations such as Dubai, Singapore, and Bangkok. Plans are underway to construct another international airport in Puri, which will include specialized zones for aviation and logistics.


The meeting also reviewed the progress of airport and airstrip developments, including the proposed greenfield international airport in Puri.


Officials anticipate generating an annual revenue of Rs 5,000 crore from aviation-related services by 2047.


The meeting highlighted the necessity for a dedicated policy to encourage the establishment of Flight Training Organisations (FTOs) in Odisha, aimed at cultivating a skilled workforce for the aviation sector.


Additionally, the operational status of the aviation center in Dhenkanal was assessed, with a focus on transforming it into a central hub for flight training and skill development.


The state is also looking to create a comprehensive aviation policy to streamline regulatory processes, attract private investments, and ensure consistent growth across the industry.


Furthermore, the committee discussed recognizing aviation manufacturing and MRO (Maintenance, Repair & Overhaul) facilities as a priority sector under the Industrial Policy Resolution to enhance Odisha's aviation value chain and attract new industries.


The chief secretary emphasized the importance of effective inter-departmental coordination, timely project execution, and proactive planning to establish Odisha as a premier aviation hub in eastern India, unlocking new opportunities for tourism, trade, and investment.
